MINUTES
Representative Paul Torkelson, Vice-Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the fifty-seventh meeting to order at 8:16 a.m. on February 28, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:26 a.m.

H.F. 2395 (Anderson) General permit use authorized and clarified.

Rep. Anderson presented H.F. 2395.

Dale Homuth, MN Department of Natural Resources (DNR), testified on H.F. 2395.

H.F. 2395 was laid over.

H.F. 2034 (Howes) Bear stand requirements modified.

Rep. Howes presented H.F. 2034.

Bob Meier, D.N.R., testified on H.F. 2034

H.F. 2034 was laid over.

Rep. McNamara assumed the gavel at 9:00 a.m.

H.F. 2273 (Torkelson) Minor permits and minor permit amendments automatic approval provided if timely action is not taken, adoption of water standards more restrictive than federal standards prohibited, deposit of monetary penalties from environmental violations required to be redirected to general fund, citizen's board created, and environmental review content requirements modified.

Rep. Torkelson presented H.F. 2273.

Peder Larson, Larkin Hoffman Attorneys, Mike Robertson, MN Chamber of Commerce, Kirk Koudelka, MN Pollution Control Agency and Molly Pederson, Conservation MN testified on H.F. 2273.

Representative Beard moved that the minutes from the committee meeting on February 23, 2012 be adopted. THE MOTION PREVAILED.

The meeting was adjourned at 10:00 a.m.
