GOVERNMENT OPERATIONS AND ELECTIONS

MINUTES

Representative Peppin Chair of the Government Operations and Elections Committee, called the meeting to order at 10:15 a.m. on Monday, April 18, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative McFarlane moved approval of the minutes from April 13, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

H.F. 905 (Hamilton) Youth athletes with concussions resulting from participation in youth athletic activities policies established.

Representative McFarlane moved that H.F. 905 be recommended to pass and re-referred to the Civil Law Committee.

Representative McFarlane moved the A11-0330 amendment. Representative McFarlane incorporated the following changes to the A11-0330 amendment:
Page 1, Line 3, insert "additional" after any
Page 1, Line 3 insert "new" after any
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative McFarlane renewed his motion that H.F. 905 be recommended to pass, as amended, and re-referred to the Civil Law Committee. THE MOTION PREVAILED, H.F. 905 WAS RECOMMENDED TO PASS, AS AMENDED, AND RE-REFERRED TO THE CIVIL LAW COMMITTEE.

H.F. 1470 (Stensrud) State government resource recovery program changes made.

Representative Murray moved that H.F. 1470 be recommended to pass and placed on the General Register.

Representative Murray moved the H1420A1 amendment. Representative Winkler requested a roll call vote:

ON A VOTE OF 8 AYES AND 5 NAYS, THE MOTION PREVAILED, HF 1470 WAS RECOMMENDED TO PASS, AS AMENDED AND PLACED ON THE GENERAL REGISTER.

H.F. 1144 (Cornish) Former employees in the state employee group insurance program specified notice required for termination of rights.

Representative Quam moved that H.F. 1144 be recommended to pass and re-referred to the State Government Finance Committee.

Representative Murray assumed the gavel at 11:23 a.m.

Representative Quam moved the following oral amendment to H.F. 1144:
Delete Section 1 of the bill and re-number subsequent sections.
Amend the title accordingly.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Quam withdrew his motion that H.F. 1144 be recommended to pass and re-referred to the State Government Finance Committee. Representative Quam moved that H.F. 1144 be recommended to pass and placed on the General Register.

Chair Peppin assumed the gavel at 11:35 a.m.

H.F. 1455 (Urdahl) State Capitol Preservation Commission established, and money appropriated.

The meeting recessed at 11:51 a.m.
The meeting reconvened at 1:00 p.m.

Representative Urdahl moved that that H.F. 1455 be recommended to pass and placed on the General Register.

Representative Urdahl moved the H1455A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Urdahl moved the following oral amendment to H.F. 1455:

Page 5, Line 8, replace "$500,000" with "$550,000". THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Urdahl renewed his motion that H.F. 1455 be recommended to pass, as amended, and re-referred to the Legacy Division. THE MOTION PREVAILED AND H.F. 1455 WAS RECOMMENDED TO PASS, AS AMENDED, AND RE-REFERRED TO THE LEGACY DIVISION.

H.F. 1408 (Sanders) Vacancies in nomination procedures and requirements changed.

Representative Sanders moved that H.F. 1408 be recommended to pass and re-referred to the Judiciary Committee.

Representative Sanders renewed his motion that H.F. 1408 be recommended to pass and re-referred to the Judiciary Committee. THE MOTION PREVAILED, H.F. 1408 WAS RECOMMNEDED TO PASS AND RE-REFERRED TO THE JUDICIARY COMMITTEE.

The Committee recessed at 1:20 p.m.
Representative Winkler assumed the gavel, and the Committee reconvened at 1:24pm
H.F. 1533 (Peppin) Changing certain procedures and requirements of the Campaign Finance Board

Representative Peppin moved that H.F. 1533 be recommended to pass and re-referred to the Civil Law Committee.

H.F. 1440 (Beard) Hydroelectric facility municipal approval exception provided.

Representative Beard moved that H.F. 1440 be recommended to pass and re-referred to the Environment, Energy, and Natural Resources Committee.
