MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:18 a.m. on March 9, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Downey moved that HF 192 be laid over for possible inclusion in the State Government Finance Committee omnibus bill.

Representative Downey testified on HF 192.

Richard Kolodziejski, Legislative Affairs Director for the Minnesota Association of Professional Employees (MAPE) testified on HF 192.

Robert Johnson, Lobbyist for the Teamsters Local 320 testified on HF 192.

Russ Stanton, Director of Government Relations for the Inter Faculty Organization of Minnesota State Universities testified on HF 192.

Julie Bleyhl, Legislative Director for Council Five of the American Federation of State, County, and Municipal Employees (AFSCME) testified on HF 192.

Representative Simon moved the H0192A6 amendment to HF 192 and requested a roll-call vote.

Representative Downey moved to amend the H1092A6 amendment to HF 192 as follows: Line 1.4 of the H1092A6 amendment after the word, "vendor" insert "or collective bargaining unit" and Line 1.5 of the H1092A6 amendment after the word, "vendor" insert "or collective bargaining unit".

Representative Simon incorporated the Downey oral amendment into the HF1092A6 amendment to HF 192.

The following thirteen members voted in favor of the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, SIMON, STENSRUD, and URDAHL.

The following eight members voted against the motion: GAUTHIER, GREENE, KAHN, HAYDEN, LILLIE, MURPHY, SLAWIK, and WINKLER.

THE MOTION PREVAILED (13-8).

Representative Hayden moved the H0192A8 amendment to HF 192 and requested a roll-call vote.

The following twenty members voted in favor of the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GAUTHIER, GREENE, GUNTHER, HAYDEN, KAHN, LANNING, LILLIE, LOHMER, McELFATRICK, MURPHY, MURRAY, SIMON, SLAWIK, STENSRUD, URDAHL, AND WINKLER.

Representative Leidiger voted against the motion.

THE MOTION PREVAILED (20-1).

Representative Winkler moved the H0192A10 amendment to HF 192 and requested a roll-call vote.

The following nine members voted in favor of the motion: GAUTHIER, GREENE, KAHN, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (9-12).

Representative Gauthier moved the H0192A11 amendment to HF 192.

Representative Gunther moved to amend the H0192A11 amendment to HF 192 as follows: Line 1.4 of the H1092A11 amendment to HF 192 after "troopers" insert "or peace officers."

Representative Gauthier incorporated the Gunther oral amendment into the H0192A11 amendment to HF 192.

Representative Downey moved to amend the H0192A11 amendment, as amended, to HF 192 as follows: Line 1.4 strike "snow-plow drivers".

Representative Kahn requested a roll-call vote on the Downey oral amendment to the H0192A11 amendment, as amended, to HF 192.

The following twelve members voted in favor of the motion: ANDERSON, BANAIAN, BENSON, DOWNEY, GUNTHER, LANNING, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

The following nine members voted against the motion: GAUTHIER, GREENE, KAHN, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

Representative Lillie moved to amend the H0192A11 amendment, as amended, to HF 192 as follows: Line 1.4 of the H1092A11 amendment to HF 192 after "troopers" strike "or" and insert "," and Line 1.4 of the H1092A11 amendment to HF 192 after "peace officers" insert ", or correctional officers."

Representative Gauthier incorporated the Lillie oral amendment into the H0192A11 amendment, as amended, to HF 192 and withdrew his request for a roll-call vote.

Representative Leidiger requested a roll-call vote on the H0192A11 amendment, as amended, to HF 192.

Representative Gauthier withdrew the H0192A11 amendment, as amended to HF 192.

The meeting was adjourned at 10:07 a.m.
