MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:17 a.m. on January 31, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Benson moved that the minutes from the committee meeting on January 26, 2012, be approved. THE MOTION PREVAILED.

The committee heard testimony on the "Enterprise Data Analytics Master Contract Program"
Testifiers:

Betsy Hayes, Contracts Manager, Department of Administration

HF673 (Banaian) Public value impact statements required for legislation.

Representative Banaian moved that HF673 be recommended to pass and re-referred to the Ways and Means Committee.

The committee heard testimony on HF673.

Representative Slawik moved to orally amend HF673: line 1.6 delete "new or increased" and insert "different". Representative Slawik moved to orally amend HF673: line 1.7 delete "impose new or increased" and insert "different". Representative Slawik moved to orally amend HF673: line 1.8 delete "impose new" and insert "different". Representative Slawik moved to orally amend HF673: line 1.11 delete "new" and insert "changes in"; deleted "the increased".
Representative Slawik moved to orally amend HF673: line 1.12 delete "the new". THE AMENDMENTS WERE INCORPORATED AND ADOPTED.

Representative Banaian renewed his motion that HF673, as amended, be recommended to pass and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.
HF1288 (Loeffler) Phase 1 Capitol security and access improvements funding provided, bonds issued, and money appropriated.

Chairman Lanning moved that HF1288 be recommended to pass and re-referred to the Capital Investment Committee.

The committee heard testimony on HF673.

Chairman Lanning moved to orally amend HF673: lines 1.6 and 1.15 delete "$6,100,000" and insert "$6,600,000". THE AMENDMENT WAS ADOPTED.

Chairman Lanning renewed his motion that HF1288, as amended, be re-referred to the Capital Investment Committee. THE MOTION PREVAILED.

The meeting was adjourned at 9:52 a.m.
