Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 8:15 a.m. Wednesday, February 27, 2013 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Faust moved approval of the minutes from Thursday, February 21, 2013. THE MOTION PREVAILED.
Charlie Poster, Assistant Commissioner of Agriculture, Minnesota Department of Agriculture, testified on the Biofuels Advisory Task Force.
Peter Brickweddle, Director of Government Affairs, Department of Commerce, testified on ethanol mandates and fuel blending.
Brian Kletscher, CEO Highwater Ethanol & Chair of Minnesota Biofuels Association, testified on water usage in ethanol plants.
Greta Gauthier, Director of Government Relations, Minnesota Department of Agriculture, testified on waste water re-use in ethanol production.
Representative Faust assumed the gavel at 8:51 a.m. Wednesday, February 27, 2013.
Representative Poppe introduced HF 462 (Poppe), biofuel use mandate, and moved that it be approved and re-referred to the committee on Government Operations.
Representative Poppe moved that amendment
H0462A1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Colbey Sulivan, House Research, gave an overview of HF 462 as well as H0462A1.
Adam Schubert, Butamax Advanced Biofuels, testified in support of HF 462 as amended.
Brian Kletscher, CEO of Highwater Ethanol and Chair of the Minnesota Biofuels Association, testified in support of HF 462 as amended.
Valerie Jerich, MN Ethanol Producers Association & Minnesota Corn Growers Association testified in support of HF 462 as amended.
Brendan Jordan, Director of Bio-Energy and Transportation, Great Plains Institute, testified in support of HF 462 as amended.
Matthew Lemke, Flint Hills Resources, testified on HF 462.
Representative Poppe renewed her motion that HF 462 as amended be approved and re-referred to the Committee on Government Operations. THE MOTION PREVAILED.
