MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, February 28, 2013 in the Basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Bernardy moved HF105 (Ward, J.A.) voluntary, full-day kindergarten funding authorized.

Public testimony on HF105 was provided by State Senator Greg D. Clausen of District 57; Patricia Discoll, Principal of Minnehaha Elementary School in Two Harbors, Minnesota; Ann Obernolte of Mankato Area Public Schools.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MARQUART LAID OVER HF105 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Gruenhagen moved the minutes of February 26 and 27, 2013 be approved.
THE MOTION PREVAILED.

Representative Bernardy moved HF821 (Bernardy) Voluntary, full-day kindergarten funding authorized, and school district flexibility provided for.

Public testimony on HF821 was provided by Superintendent Peggy Flathmann of Fridley Public Schools, Superintendent Kathy Kelly of Columbia Heights Public Schools, Brad Lundell, Schools for Equity in Education, Roger Aronson of the Minnesota Association of Secondary School Principals, Mary Ceccari Parents United, and Tom Prichard of the Minnesota Family Council.

CHAIR MARQUART LAID OVER HF821 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Morgan moved HF113 (McNamar) Independent School District Numbers 611, Cyrus, and 769, Morris, consolidation facilitated, and bonds issued.

Representative Morgan moved amendment H0113A1. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Public Testimony on HF113 was provided by Superintendent Scott Monson of Morris Area Public Schools and Mike Holheiser of Northland Securities.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MARQUART LAID OVER HF113, AS AMENDED, FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.
