MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, March 13, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hertaus moved HF825 (Hertaus) Education health and safety revenue uses modified.

Representative Hertaus moved the author's H0825DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF825 was provided by Paul Durand, Superintendent of Rockford Area Schools.

Members' questions and comments were addressed after the bill presentation.

CHAIR MARQUART LAID OVER HF825, AS AMENDED, FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Myhra moved the minutes of March 12th, 2013 be approved. THE MOTION PREVAILED.

Representative Newton moved HF1111 (Newton) Health and safety revenue program incorporated into the deferred maintenance revenue program, and per pupil formula allowance set for the program.

Representative Newton moved the author's H1111A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony on HF1111 was provided by Earl Athman, Director of Business Services of Pierz School District; Kevin McHenry of the Minnesota Department of Education; and Sam Walseth of the Minnesota Rural Education Association.

House Researcher Tim Strom explained the printout related to Fiscal Year 2014 Health and Safety and Deferred Maintenance Revenue compared to HF111 Facilities Maintenance Revenue.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MARQUART LAID OVER HF1111, AS AMENDED, FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Davnie moved HF954 (Davnie) School districts' ability to lease a facility to a charter school clarified.

Public testimony on HF954 was provided by Sarah Paul, Director of The Office of New Schools - Minneapolis Public Schools; Angela Chang, Minneapolis College Preparatory School; Eric Mahmoud, Seed Academy/Harvest Preparatory School; Christopher Orr of MinnCAN; Brian Sweeny of Charter School Partners; Kathy Saltzman of StudentsFirst; and Jim Bartholomew of Minnesota Business Partners.

Members' questions and comments were addressed throughout the bill presentation.

Public testimony continued and was provided by Eugene Piccolo of the Minnesota Association of Charter Schools and Rose Hermodson, Assistant Commissioner of the Minnesota Department of Education.

CHAIR MARQUART LAID OVER HF954 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

With Representative Hertaus as acting Chair, Representative Marquart moved HF867 (Marquart) General education revenue definition modified.

Members' questions and comments were addressed throughout the bill presentation.

Representative Marquart renewed his motion that HF867 be passed and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Representative Marquart moved HF1041 (Marquart) Alternative attendance program adjustment clarified.

Members' questions and comments were addressed throughout the bill presentation.

Representative Marquart renewed his motion that HF1041 be passed and re-referred to the Committee on Taxes. THE MOTION PREVAILED.
