MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:15 AM, April 9, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Brynaert moved the minutes of April 4, 2013 be approved.
THE MOTION PREVAILED.

Representative Morgan moved HF1003 (Morgan) Minnesota math corps program established and money appropriated.

Public testimony was provided by Sheila Piippo, Executive Director of Serve Minnesota Action Network and Melissa Sonnek, Instructional Coach at Carver Elementary, North Saint Paul Public Schools.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MARQUART LAID OVER HF1003 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Davnie moved HF1401 (Mullery) Special School District No. 1, Minneapolis, grant money appropriated for community engagement and empowerment.

Public testimony was provided by Al Flowers and Todd Florence of Minneapolis Community Standards Initiative; and Rebecca Gagnon of the Minneapolis Public Schools Board of Education.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MARQUART LAID OVER HF1401 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Anzelc moved HF1019 (Metsa) School district energy conservation program pilot project funding provided, and money appropriated.

Public testimony was provided by Representative Jason Metsa and Amy Anderson from Class 5 Energy.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MARQUART LAID OVER HF1019 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

At 9:00AM Representative Morgan acted as Chair.

Representative Bernardy moved HF1645 (Bernardy) College concurrent enrollment program full funding provided, and money appropriated.

Public testimony was provided by Mounds View Public Schools Superintendent Dan Hoverman; Julie Willams, University of Minnesota - Twin Cities; and Jan Erickson, University of Minnesota - Twin Cities, College in the Schools Program.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MORGAN LAID OVER HF1645 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Davnie moved HF924 (Davnie) State aid increased for developmental screening, students over the age of 21 who attend a contract alternative program authorized to continue to receive instruction at that school until graduation, pupil transportation options modified, and school district bonding authority extended.

Public testimony was provided by Maureen Seivert, Minneapolis Public Schools; Rose Santos, Principal at LEAP High School; Jim Grathwol, Minneapolis Public Schools; Mary Gilbert, Saint Paul Public Schools; and Al Ickler, Robbinsdale Area Schools.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MORGAN LAID OVER HF924 FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Selcer moved HF1491 (Isaacson) Intermediate school districts authorized to sell and issue facility bonds upon adoption of a resolution.
Representative Selcer moved the H1491DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Public testimony was provided by Connie Hayes, Northeast Metro Schools and Kathy Buchholz, School Board Member of Stillwater Public Schools.

Members' questions and comments were addressed throughout the bill presentation.

CHAIR MORGAN LAID OVER HF1491, AS AMENDED, FOR POSSIBLE INCLUSION IN AN OMNIBUS EDUCATION FINANCE BILL.

Representative Marquart resumed Chair of the hearing at 9:45 AM.

Representative Newton moved HF1383 (Newton) Special education case loads task force established, and report required.

No one wished to provide public testimony.
