MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 10:02am on February 26, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lien moved approval of the minutes from February 19, 2013 and February 20, 2013. THE MINUTES WERE APPROVED.

Chair Nelson moved that HF409 be recommended to pass and re-referred to the Committee on Capital Investment.

Chair Nelson moved to amend HF409 (See attached H0409A35 amendment). THE MOTION PREVAILED.

Representative Drazkowski moved to amend HF409, as amended, as follows:

Page 6, Line 11, after "entity", insert ", in partnership with representatives of the city experienced in matters of planning, supporting, and administering development activities."

THE MOTION PREVAILED.

Representative Peppin moved to amend HF409, as amended (See attached H0409A9 amendment.) THE MOTION PREVAILED.

Chair Nelson moved to amend HF409, as amended (See attached H0409A10 amendment.)

Chair Nelson incorporated an oral amendment into the A10 amendment as follows:

Page 1, delete line 1.2

Representative O'Driscoll moved to amend H0409A10, as amended, as follows:

Page 1, line 1.19, after "city", insert "and a resident from outside Olmsted county"

Chair Nelson renewed the motion to amend HF409, as amended (See attached H0409A10 amendment, as amended). THE MOTION PREVAILED.

Representative Winkler moved to amend H409, as amended (See attached H0409A11 amendment).

Representative Winkler incorporated an oral amendment into H0409A11 as follows:

Page 1, line 1.4, after "of", insert "the"

Representative Winkler incorporated an oral amendment into H0409A11 as follows:

Page 1, delete lines 1.20 to 1.21

Representative Winkler withdrew the H0409A11 amendment, as amended.

Chair Nelson withdrew the motion that HF409, as amended, be recommended to pass and re-referred to the Committee on Capital Investment.

Chair Nelson moved that HF409, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF322 (Erickson) Minnesota Agriculture Education Leadership Council

Chair Nelson moved HF322 to Committee on Environment, Natural Resources, and Agricultural Finance.

Chair Nelson renewed the motion that HF322 be recommended to pass and re-referred to Environment, Natural Resources, and Agricultural Finance. THE MOTION PREVAILED.

HF653 (Quam) Social media communications not considered meetings under open meeting law

Chair Nelson moved that HF653 be recommended to pass and placed on the General Register.

HF651 (Persell) Accounting software development and updating provided for, and money appropriated

Chair Nelson moved that HF651 be recommended to pass and re-referred to Committee on State Government Finance

Chair Nelson moved to amend HF651 (See attached amendment H0651DE1). THE MOTION PREVAILED.

Chair Nelson laid HF651, as amended, on the table for future consideration.

The meeting was adjourned at 11:45am.
