The twenty-second meeting of the Health Care and Human Services Finance Committee was called to order at 10:13 a.m. in Room 200 of the State Office Building on Thursday, March 5, 2013. A quorum was present and the committee legislative assistant noted the roll:

Representative Loeffler moved approval of the February 27 and February 28, 2013 minutes. The motion prevailed.
HF 483 (Fritz) - Newborn screening required for critical heart disease
Representative Fritz moved HF483 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill and further moved adoption of the
H0483A2 amendment. The motion prevailed. The H0483A2 amendment was adopted.
Representative Nick Zerwas testified and following discussion, Chair Huntley laid the bill over, as amended.
HF 220 (Fritz) Childcare licensure requirement regarding infant sleep position modified.
Representative Fritz moved HF 220 be recommended to pass and sent to the General Register.
Michelle Wilson of the Minnesota Child Care Association testified and discussion followed. Representative Fritz renewed her motion that HF 220 be recommended to pass and sent to the General Register. The motion prevailed.

HF 777 - (Newton) ICF/DD and home and community-cased service providers reimbursement rates modified and money appropriated
Representative Newton moved HF 777 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill. Chair Huntley moved adoption of an oral amendment as follows:
Page 3, line 3.5, delete "two" and insert "five"
Following brief discussion, the motion prevailed and the oral amendment was adopted.
Representative Newton explained his bill and Bruce Nelson of Association of Residential Resources Minnesota (ARRM) testified as well as the following individuals:

Following discussion, Representative Newton renewed his motion that HF 777, as amended, be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill. Chair Huntley laid the bill over, as amended.
HF 387 (Dorholt) Critical access mental health services medical assistance reimbursement rate increased
Representative Huntley moved HF 387 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill and further moved adoption of the H0387A1 amendment.. A technical error was noted so the Chair incorporated the following oral amendment to the H0387A1 amendment:
line 1.3, after "the" insert "second"

Following Dr. Christensen's testimony another technical amendment was noted and Chair Huntley moved adoption of an oral amendment to the H0387A1 amendment as follows:

The motion prevailed. The oral amendment was adopted. Chair Huntley laid the bill over, as amended, for possible inclusion in the Health and Human Services omnibus bill.
HF 550 (Liebling) Integrated behavioral health care coordination model pilot funding provided, and money appropriated
Representative Liebling moved HF 550 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill.

HF 358 (Loeffler) - Electronic survey of providers required for pediatric services and children's mental health services, and new mental health services covered under medical assistance
Representative Loeffler moved HF 358 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill and further moved adoption of the H0358A5 amendment. The motion prevailed. The H0358A5 amendment was adopted. Representative Loeffler briefly explained her bill. Testifying were:

Discussion followed and Chair Huntley laid the bill over for possible inclusion in the Health and Human Services omnibus bill.
