Chair Thomas Huntley called to order the thirty-eighth meeting of the Health Care and Human Services Finance Committee at 10:10 a.m. in Room 200 of the State Office Building on Thursday, February 27, 2014. The committee legislative assistant noted the roll:

Representative Norton moved approval of the April 12, 2013 and January 29, 2014 minutes. The motion prevailed.

S.F. 1340, the third engrossment (Hayden) - Human services licensing data, licensing, child care programs, financial fraud and abuse investigations, and vendors of chemical dependency treatment service provisions modifications; NETStudy use requirement.

Overview of the bill by Jerry Kerber, Office of Inspector General, Department of Human Services, and Representative JoAnn Ward, co-author of HF 1114, the House companion bill.

Chair Huntley moved the bill before the committee and further moved adoption of the S1340A1 amendment. Following discussion, the motion prevailed. The S1340A1 amendment was adopted.

Chair Huntley moved adoption of the S1340A2 amendment. Following discussion, the motion prevailed. The S1340A2 amendment was adopted.

Lynn Aves, House Research Analyst, explained the following oral amendment:

Page 53, line 9, after the semicolon, insert “(4)”
Renumber the subsequent clauses accordingly

Chair Huntley moved adoption of the oral amendment. Following discussion, the motion prevailed. The oral amendment was adopted.

Jerry Kerber explained SF 1340, as amended. Following discussion, Chair Huntley moved S.F. 1340, the third engrossment, be placed on the General Register, as amended. The motion prevailed.

Chair Huntley introduced Hally Turner, the Committee Page for this session. It was noted Ms. Turner has a Masters Degree in Public Health. She was welcomed by the committee members with applause.

Loren Colman, Assistant Commissioner of Continuing Care, Department of Human Services, along with Jean Wood of DHS, gave an overview of the Reform 2020 Implementation.

Following discussion of Reform 2020, the Chair adjourned the meeting at 11:26 a.m.

Reform 2020 Update from the Dept. of Human Services
SF1340* (Abeler) Licensing data, human services licensing, child care programs, financial fraud and abuse investigations, vendors of chemical dependency treatment services, fair hearing, health-related licensing board, and background study provisions modified; report required.

*SF1340 (HF 1114) was heard and passed last session in committee, was on the General Register when session ended and was thus returned (Rule 4.20). Passed the full Senate last session 60-0.
