MINUTES

Rep. Leidiger called the meeting to order at 12:35 PM, Tuesday, March 18, 2014 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll; and a quorum was present.

Chair Mahoney moved to recommend HF2384 (Mahoney) to be laid over for possible inclusion on the omnibus bill.

Rep. Persell moved to recommend HF2949 (Persell) be re-referred to the General Register.
Rep. Persell moved the A14-0908 amendment. Motion prevailed.

Testifiers: Rick Calguiri, Unemployment Insurance Division Director, DEED; and Craig Gustafson, Chief Unemployment Insurance Director.

Rep. Persell renewed his motion to recommend HF2949 (Persell) be re-referred to the General Register as amended. Motion prevailed.

Rep. Metsa moved to recommend HF1984 (Sundin) be moved to the General Register.
Rep. Metsa moved the H1984DE2 amendment. Motion prevailed.

Chair Mahoney renewed the motion to re-refer HF1984 to the General Register. Motion prevailed.

Chair Mahoney called the committee meeting to recess at 1:50 pm until 6:00 pm.

Chair Mahoney reconvened the committee meeting at 6:13 P.M.

Chair Mahoney moved that HF1068 be re-referred to the Committee on Capital Investment.

Rep. Hausman presented HF1068, as amended (Hausman) Minnesota Museum of American Art funding provided, bonds issued, and money appropriated.

Chair Mahoney moved to amend H.F. 1068 (see attached amendment H1068A1) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mahoney renewed his motion that HF1068, as amended, be re-referred to the Committee on Capital Investment. THE MOTION PREVAILED.

Rep. Isascson moved that HF1068 be laid over for possible inclusion in the omnibus bill.

Rep. Isaacson presented HF1068. Rep. Isaacson moved to adopt A14-0846.

Rep. Norton presented H.F. 2933 (Norton) Apprenticeship competency standards in precision manufacturing, health care services, and information technology pilot programs established, and money appropriated.

Rep. Norton offered a the following oral amendment

Page 2, line 2.20, after “2017.”, insert “This appropriation is one time.”
Page 2, line 2.23, after “2017.”, insert “This appropriation is one time.”

The Committee voted on the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mahoney moved that H.F. 2948 be re-referred to the General Registry.

Rep. Mahoney presented H.F. 2948 (Mahoney) Economic development program accountability requirements modified, workforce programs outcomes measurement standards required, reports required, and money appropriated.

Rep. Mahoney moved to amend H.F. 2948 (see attached amendment H2948A3) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mahoney moved to amend H.F. 2948, as amended (see attached amendment H2948A2) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
