MINUTES

Rep. Lien, member of the Committee on Judiciary Finance and Policy, called the meeting to order at 2:18 p.m. on Tuesday March 25, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

SF 685 (Hilstrom), as amended, simultaneous competency, mental illness or defect, and civil commitment examinations required for defendants; civil commitment hearings for defendants facilitated.

Matt Burdick, Grassroots Advocacy Coordinator at National Alliance on Mental Illness - Minnesota, testified in support of SF 685 (Hilstrom).

A quorum was present at 2:20 p.m.

Rich Stanek, Hennepin County Sheriff, testified in support of SF 685 (Hilstrom).

Rep. Hilstrom moved that SF 685 (Hilstrom), simultaneous competency, mental illness or defect, and civil commitment examinations required for defendants; civil commitment hearings for defendants facilitated, be re-referred to the General Register.

Rep. Hilstrom moved to amend SF 685 (Hilstrom) with the S0685DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilstrom renewed her motion that SF 685 (Hilstrom), as amended, simultaneous competency, mental illness or defect, and civil commitment examinations required for defendants; civil commitment hearings for defendants facilitated, be re-referred to the General Register. Rep. Cornish moved that HF 1585 (Cornish), felony of fraudulent or other improper financing statements extended to include retaliation against a police officer or chief of police or correctional officer for performing official duties, be re-referred to the General Register.

Lee McGrath, Executive Director of the Minnesota Chapter of the Institute for Justice, testified in support of HF 1082 (Allen), as amended.

Hilstrom moved that HF 3073 (Atkins), insurance fraud regulations modified, administrative penalty provided for insurance fraud, no-fault auto benefits regulated, property and casualty coverages regulated, deauthorization process created for the right of health care providers to receive payments under chapter 65B, reimbursement limited for prescription drugs, batch billing regulated, economic benefits modified under chapter 65B, and task force established on motor vehicle insurance coverage verification, be re-referred to the Committee on Civil Law.

Rep. Hilstrom moved to amend HF 3073 (Atkins) with the H3073A2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
