MINUTES
Representative Kahn, Chair of the Legacy Committee, called the meeting to order at 2:19 P.M. on February 5, 2013 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Torkelson moved that the minutes of January 15 2013, January 17 2013, January 22 2013 and January 30 2013 be adopted. THE MOTION PREVAILED.
Erika Rivers, Assistant Commissioner, MN Department of Natural Resources (DNR), gave an overview of the Parks and Trails Legacy Funding Project Work Group recommendations.
Mike Harley, Executive Director, Environmental Initiative, explained the principles, process and challenges of the Work Group and how they reached their recommendations.
Emily Franklin, Project Director of the Parks and Trails Legacy Funding Project, explained the recommendations of the Work Group.
Greg Mack, Executive Director, Ramsey County Parks and Recreation Department testified that he supported the consensus recommendation for now but said some areas that need to be addressed, particularly the need for comparable data sets between greater Minnesota and the metropolitan area.
John Erwin, President, Minneapolis Park Board, testified that he disagreed with the Work Group findings and presented some statistics on the inequalities.
Jeff Schoenbauer, CEO of Schoenbauer Consulting, testified that greater Minnesota is moving forward with planning, noting that performance measurement tools are lacking.
The meeting was adjourned at 3:53 P.M.
