MINUTES

Representative Kahn, Chair of the Legacy Committee, called the meeting to order at 2:20 P.M. on March 11, 2014 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lillie moved that the minutes of March 5, 2013 be approved. THE MOTION PREVAILED.

Chair Kahn moved that HF 1926 (Hansen) first engrossment, be re-referred to the Committee on Ways and Means.

Representative Hansen gave a brief overview of his bill.

Heather Koop, Assistant Director, Lessard Sams Outdoor Heritage Council (LSOHC), explained the bill.

Chair Kahn moved the H1926A11 amendment incorporating the following oral amendment:

Page 1, after line 1.13 insert an additional line, “Amend the title accordingly”.

Marty Walsh, Carver County Parks Director, responded to member questions.

Chair Kahn laid over the H1926A11 amendment.

Chair Kahn moved the H1926A18 amendment.

Dominic Ciresi, President, Bay Lake Improvement Association, stated that he is appreciative that the aquatic invasive species (AIS) pilot project is included in the bill but still has some concerns.

Joe Schneider, Vice President, Minnesota Coalition of Lake Associations, stated that he is thankful for the AIS appropriation, but also has some concerns.

Chair Kahn renewed her motion that the H1926A18 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that H1926A11 be adopted as amended. THE MOTION PREVAILED AND THE AMENDMENT AS AMENDED WAS ADOPTED.

Representative Wagenius moved the H1926A15 amendment.

Andy Henschel, Director of Field Operations, Shell Rock River Watershed District, testified in support of the H1926A15 amendment.

Representative Wagenius renewed her motion that the H1926A15 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Green moved the H1926A16 amendment.

Representative Wagenius moved the H1926A17 amendment to the H1926A16 amendment. Representative Green incorporated H1926A17 into his amendment.

Bob Meier, Director of Government Relations, MN Department of Natural Resources, testified against the H1926A16 amendment.

Representative Green renewed his motion that H1926A16 as amended be adopted. THE MOTION PREVAILED AND THE AMENDMENT AS AMENDED WAS ADOPTED.

Janelle Taylor, Legislative Analyst, House Research, explained her recommended oral amendment to HF1926, first engrossment.

Chair Kahn moved an oral amendment to HF1926 as follows:


Page 19, line 25, after “Minnesota.”
insert “This appropriation is available until June 30, 2019.
The accomplishment plan must accelerate the start of the
pilot project.”


THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 1926 (Hansen) first engrossment, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 3:47 P.M.
