MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:07 a.m. Wednesday, March 12th, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Simonson moved that the minutes of the March 11, 2014 meeting be approved. THE MOTION PREVAILED.

H.F. 2263 (Halverson) Hospitals required to give written notice of rights to victims of sexual assault.

Chair Paymar moved that H.F. 2263 be re-referred to the Committee on Health and Human Services Policy.

Testifying on behalf of H.F. 2263 were:

Chair Paymar renewed his motion that H.F. 2263 be re-referred to the Committee on Health and Human Services Policy. THE MOTION PREVAILED.

H.F. 1851 (Kieffer) Repeat criminal sexual conduct offenders penalties enhanced.

Rep. Kieffer moved that H.F. 1851 be re-referred to the Committee on the Judiciary.

Rep. Kieffer moved to amend H.F. 1851 as follows: (see attached; coded H1851A1). THE MOTOIN PREVAILED. THE AMENDMENT WAS ADOPTED.

Caroline Palmer – Law Policy Manager, Minnesota Coalition Against Sexual Assault

Rep. Kieffer renewed her motion that H.F. 1851, as amended, be re-referred to the Committee on the Judiciary. THE MOTION PREVAILED.

Chair Paymar moved that the action whereby H.F. 1851, as amended, be re-referred to the Committee on the Judiciary be reconsidered. THE MOTION PREVAILED.

Rep. Kieffer moved that H.F. 1851, as amended, be re-referred to the Committee on the Judiciary. THE MOTION PREVAILED.

H.F. 2142 (Yarusso) Domestic violence or crime of violence victims provided with notice of release of offender.

Chair Paymar moved that H.F. 2142, as amended, by referred to the Committee on Civil Law.

Chair Paymar moved to amend H.F. 2142 as follows: (see attached; coded A14-0833). THE MOTION PREVAILED.

Chair Paymar moved that H.F. 2295 be re-referred to the Committee on the Judiciary.

Chair Paymar moved to amend H.F. 2295 as follows: (see attached; H2295DE3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
