MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:04 a.m. Wednesday, March 26, 2014 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Kieffer moved that the minutes of the March 25, 2014 hearing be approved. THE MOTION PREVAILED.

H.F. 263 (Paymar) Fifth degree assault and domestic assault provisions added to crime of violence.

Chair Paymar moved that H.F. 263 be placed on the General Register.

Testifying on behalf of H.F. 263 was:
John Kingrey - Executive Director, Minnesota County Attorneys Association

Chair Paymar laid over H.F. 263

H.F. 2156 (Rosenthal) Forensic laboratory accreditation provided.

Rep. Rosenthal moved that H.F. 2156 be re-referred to the Committee on Civil Law.
Testifying on behalf of H.F 2156 were:
Catherine Knutson – Lab Director, Bureau of Criminal Apprehension, Minnesota Department of Public Safety
Frank Dolesji – Retired Lab Director, Bureau of Criminal Apprehension, Minnesota Department of Public Safety

Rep. Rosenthal moved to amend H.F. 2156 as follows: (see attached; coded H2156A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Rosenthal renewed his motion that H.F. 2156, as amended, be re-referred to the Committee on Civil Law. THE MOTION PREVAILED.

H.F. 263 (Paymar) Fifth degree assault and domestic assault provisions added to crime of violence.

Chair Paymar moved to amend H.F. 263 as follows: (see attached; H0263A1). THE MOTION PREVAILED.

Chair Paymar renewed his motion that H.F. 263, as amended, be placed on the General Register. THE MOTION PREVAILED.

Department of Corrections overview of supplemental funding requests; critical staff operating increase and prison population growth.

Presenting the overview were:
Terry Carlson – Deputy Commissioner, Facilities Division, Minnesota Department of Corrections
Lisa Wojcik – Assistant Commissioner, Minnesota Department of Corrections

Department of Public Safety overview of funding of emergency communications networks.

Presenting the overview were:
Jackie Mines – Director, Emergency Communication Networks Division, Minnesota Department of Public Safety
Larry Freund – Chief Financial Officer, Minnesota Department of Public Safety

Chair Paymar declared the meeting in recess at 11:06 a.m.

Chair Paymar reconvened the hearing at 5:33 p.m. in Room 500S of the State Office Building.

H.F. 3273 (Paymar) Sexual violence community prevention networks money appropriated.

Chair Paymar moved that H.F. 3273 be re-referred to the Committee on Ways and Means.

Chair Paymar moved to amend H.F. 3273 as follows: (see attached; coded H3273DE1-3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Paymar moved to amend H.F. 3273, the delete everything amendment, as follows: (see attached; coded H3273A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on H.F. 3273 were:
Donna Dunn – Minnesota Coalition Against Sexual Assault
Liz Richards – Minnesota Coalition on Battered Women

Chair Paymar renewed his motion that H.F. 3273, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 5:50 p.m.
