MINUTES

Representative Anderson, Chair of the State Government Finance Committee, called the meeting to order at 8:18 A.M. on April 12, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Anderson called the meeting to order at 8:18 A.M. A quorum was present.

Representative Schultz moved that the minutes from the committee meeting on April 6, 2016 be approved. THE MOTION PREVAILED.

Representative Pugh moved that HF2868 come before the committee and be re-referred to the Committee on Taxes.

HF2868 (Pugh) – Veterans; emergency dental care grants authorized from state soldiers’ assistance fund, subtraction for dentists who provide charity care to veterans allowed, and money appropriated.

Representative Pugh presented HF2868.

Representative Pugh moved the HF2868 Division Report. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Pugh renewed the motion that HF2868 be re-referred to the committee on Taxes, as amended. THE MOTION PREVAILED.

Chair Anderson moved that HF2825 come before the committee and be re-referred to the General Register.

HF2825 (Wills) – Manufactured home relocation trust fund changes made.

Representative Wills presented HF2825.

Representative Petersburg moved that HF2270 come before the committee and be re-referred to the Committee on Ways and Means.

HF2270 (Petersburg) – State Capitol grounds plaque or marker placement authorized to honor workers who constructed the Capitol building, and money appropriated.

Representative Petersburg moved that HF2270 be re-referred to the Committee on Rules.

Representative Petersburg moved the H2270DE4 Amendment. THE MOTION PREVAILED AND THE AMENDEMENT WAS ADOPTED.

Representative Runbeck presented HF3024.

Thora Fisko, Executive Secretary for the Minnesota Board of Barber Examiners, testified on HF3024.

Representative Runbeck moved that HF3024 be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Albright moved that HF2915 come before the committee.

HF2915 (Albright) – Federal funds received by the state annual report required.

Representative Albright presented HF2915.

Margaret Kelly, State Budget Director for Minnesota Management and Budget, testified on HF2915.

Representative Albright moved that HF2915 be laid over for possible inclusion.

Representative Albright moved that HF2104 come before the committee.

HF2104 (Albright) – Blue Ribbon Commission established to study and make recommendations on metropolitan governance, and money appropriated.

Representative Albright moved the H2104DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2810 (Howe) – Public safety officer death benefits modified, and definitions of the hometown heroes act adopted.

Representative Howe presented HF2810.

Representative Howe moved the H2810A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Howe moved that HF2810 be re-referred to the Committee on Ways and Means, as amended. THE MOTION PREVAILED.

Representative Dettmer moved that HF2342 come before the committee and be re-referred to the Committee on Rules.

HF2342 (Dettmer) – Capitol grounds memorial commemorating Minnesotans awarded the Medal of Honor provided.

Representative Dettmer presented HF2342.

Paul Mandell, Executive Secretary for the Capitol Area Architectural and Planning Board, testified on HF2342.

Representative Dettmer renewed the motion that HF2342 be re-referred to the Committee on Rules. THE MOTION PREVAILED.
