Representative Anderson, Chair of the State Government Finance Committee, called the meeting to order at 9:02 A.M. on April 14, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Anderson called the meeting to order at 9:02 A.M. A quorum was present.

Representative Johnson moved that the minutes from the committee meeting on April 13, 2016 be approved. THE MOTION PREVAILED.

Chair Anderson moved HF3168 and the H3168DE3 amendment before the committee.

Helen Roberts, Fiscal Analyst, gave an overview of the 2016 House State Government Finance Supplemental Budget.

Mark Shepard, House Research, gave an overview of the H3168DE3 amendment.

Representative Schultz moved the H3168A15 amendment to the amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT TO THE AMENDMENT WAS NOT ADOPTED.

Representative Schultz moved the H3168A2 amendment to the amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT TO THE AMENDMENT WAS NOT ADOPTED.

Representative Johnson moved the H3168A4 amendment to the amendment.

Representative Howe moved to incorporate the following changes to the H3168A4 amendment to the amendment by: Page 1, Line 1.19, insert: “or veterans,” after “persons”. THE MOTION PREVAILED, THE ORAL AMENDMENT WAS INCORPORATED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Laine moved the H3168A6 amendment to the amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT TO THE AMENDMENT WAS NOT ADOPTED.

Representative Nash moved the H3168A10 amendment to the amendment.

Representative Johnson moved to incorporate the following changes to the H3168A10 amendment to the amendment by: Page 1, Lines 1.4 and 1.5, insert: “Out-of-State” before “travel”. THE MOTION PREVAILED, THE ORAL AMENDMENT WAS INCORPORATED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Albright moved the H3168A11 amendment to the amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Nash moved the H3168A13 amendment to the amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Nelson moved the H3168A8 amendment to the amendment.

- Amendments should be drafted to amend the posted DE3 amendment.

- As in the standard rules, all amendments must be filed electronically with committee staff before the convening of the committee on April 14. Amendment filings must include the name of the member who will offer the amendment.


- Any amendment filed after 8 PM April 13 must be filed electronically AND the author must provide paper copies of the amendment for the committee and public. The paper copies must include the signature of the member who will offer the amendment.

- For the purposes of this bill, the number of paper copies required for late filings is increased to 120.

- After the committee convenes, minor and technical oral amendments may be allowed at the discretion of the chair.
