MINUTES

Representative Greg Davids, Chairman of the Taxes Committee, began the meeting at 10:15 AM on March 10, 2016, in Room 200 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Chair Davids officially called the meeting to order at 10:20 AM. A quorum was present.


Representative Erik Simonson moved the minutes of April 28, 2015 be approved. THE MOTION PREVAILED.


Chair Davids moved House File 2276 to be laid over for possible inclusion in the Taxes Omnibus Bill.

Chair Davids moved the H2276A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Phyllis Kahn testified to House File 2276 as amended.

Louis Smith with Cedar Riverside Partnership testified in favor to House File 2276 as amended.

Abdi Warsame with the City of Minneapolis testified in favor to House File 2276 as amended.

John Thorson with Hennepin County testified in favor to House File 2276 as amended.

Chair Davids renewed his motion and moved House File 2276 as amended to be laid over for possible inclusion in the Taxes Omnibus Bill.


Paul Cummings, Tax Policy Manager at the Department of Revenue, testified to questions from Chairman Davids.


Chair Davids moved House File 2461 to be laid over for possible inclusion in the Taxes Omnibus bill.

Chair Davids moved the H2461DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Duane Quam testified to House File 2461 as amended.

John Dukich with Minnesota High Tech Association testified in favor to House File 2461 as amended.

Brent Christensen, President/CEO of Minnesota Telecom Alliance testified in favor to House File 2461 as amended.

Paul Cummings, Tax Policy Manager at the Minnesota Department of Revenue, testified in favor to House File 2461 as amended.

Chair Davids renewed his motion and moved House File 2461 as amended to be laid over for possible inclusion in the Taxes Omnibus bill.


The meeting was adjourned at 11:08 AM.
