MINUTES
Representative Drazkowski, Chair of the Property Tax and Local Government Finance Division, called the meeting to order at 8:18 A.M. on February 11, 2015, in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Chair Drazkowski called the meeting to order at 8:18 A.M. A quorum was present.
Representative Simonson moved that the minutes of February 4, 2015 be approved. THE MOTION PREVAILED.
Representative Youakim moved that HF473 come before the committee.
HF473 (Youakim): Valuation exclusion for improvements to homestead and commercial-industrial property authorized.
Representative Youakim testified on HF473.
Mike Mornson, City Manager, City of Hopkins, testified regarding the impact HF473 would have on Hopkins.
Andru Peters, Council Member, City of Lake City, testified regarding the impact HF473 would have on Lake City.
Paul Cumings, Tax Policy Manager, Minnesota Department of Revenue, testified regarding potential administrative complications of HF473.
Heather Corcoran, Intergovernmental Relations Liaison, League of Minnesota Cities, testified regarding the League of Minnesota Cities’ support of HF473.
Tom May, Secretary, Minnesota Association of Assessing Officers, answered a question raised regarding assessing.
Shelly Billiet, homeowner who used the “This Old House” program, testified in support of HF473.
Doug Gasek, Executive Director, Preservation Alliance of Minnesota, testified regarding the preservation of historic downtowns.
Tom May, Secretary, Minnesota Association of Assessing Officers, testified in opposition of HF473.
Representative Youakim moved that HF473 be laid over for possible inclusion in the division report.
Representative Pinto moved that HF429 come before the committee.
HF429 (Melin): Property tax refund claims deadline extended.
Representative Melin testified on HF429.
Geno Fragnito, Government Relations Director, Minnesota Society of CPAs, testified in support of HF429.
Representative Pinto moved that HF429 be laid over for possible inclusion in the division report.
Representative Lenczewski moved that HF457 come before the committee.
HF457 (Applebaum): Proposed levy certification dates for special taxing districts changed.
Representative Lenczewski moved the H0457A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Applebaum testified on HF457.
Luke Fischer, Administrative Services Director, City of Plymouth, testified in support of HF457.
Gary Carlson, Director of Intergovernmental Relations, League of Minnesota Cities, testified in support of HF457.
Keith Carlson, Executive Director, Minnesota Inter-County Association, testified in support of HF457.
Representative Lenczewski moved that HF457, as amended, be laid over for possible inclusion in the division report.
