TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES

Representative Tim Kelly, Chair of the Transportation Policy and Finance Committee, called the fourteenth meeting to order at 12:46 p.m. on March 2, 2015, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Kelly called the meeting to order at 12:46 p.m. A quorum was present.

Representative Petersburg moved to approve the minutes of February 25, 2015. THE MOTION PREVAILED.

Abbey Bryduck, Analyst for the Association of Minnesota Counties, gave an overview of county transportation systems.

Anne Finn, Assistant Intergovernmental Relations Director for League of Minnesota Cities, gave an overview of city transportation.

Kent Sulem, Director of Governmental Relations for the Minnesota Association of Townships, testified on transportation needs of townships.

HF307 (Fabian): Proof of insurance in electronic format provided.

Chair Kelly moved to recommend HF307 be re-referred to the Committee on Civil Law and Data Practices.

Chair Kelly moved the H0307A1 amendment. THE AMENDMENT WAS ADOPTED.

Chair Kelly moved the H0307A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Fabian testified on HF307.

Chair Kelly renewed his motion to recommend HF307, as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

HF122 (Swedzinski): Motor vehicle purchases by local governments exemption expanded.

Chair Kelly moved to recommend HF122 be re-referred to the Committee on Taxes.

Representative Swedzinski testified on HF122.

Laura Ziegler, Intergovernmental Relations Liaison for the League on Minnesota Cities, and Ben Martis, City of Marshall, testified on HF122.

Patricia Dalton, Staff Coordinator for the House Research Department, testified on HF122.

Chair Kelly renewed his motion to recommend HF122 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF756 (Drazkowski): Wabasha County; commissioner of transportation required to sell a parcel of land located north of Elgin.

Representative Drazkowski moved that HF756 come before the committee.

Representative Drazkowski testified on HF756.

Christopher Dahl, City of Elgin, testified in support of HF756.

Bryan Dodds, Land Management Office Director for the Minnesota Department of Transportation, testified in opposition to HF756.

Chair Kelly laid HF756 over for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

HF824 (Green): Public water work permit requirement exception provided for road projects.

Chair Kelly moved to recommend HF824 be re-referred to the Committee on Environment and Natural Resources Policy and Finance.

Representative Green testified on HF824.

Kent Sulem, Director of Governmental Relations for the Minnesota Association of Townships, testified in support of HF824.

Julie Ekman, Conservation Assistance and Regulations Manager for the Department of Natural Resources, testified in opposition to HF824.

Chair Kelly renewed his motion to recommend HF824 be re-referred to the Committee on Environment and Natural Resources Policy and Finance. THE MOTION PREVAILED.

Margaret Donahoe, Executive Director for the Minnesota Transportation Alliance, testified on local transportation needs.

The meeting was adjourned at 2:30 p.m.
