MINUTES

Representative Urdahl, Chair of the Capital Investment Committee, started the meeting at
3:06 PM on May 4, 2017, in the Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Gunther moved the minutes from March 29, 2017 be approved. THE MOTION PREVAILED.

HF892(Urdahl) Public land and building acquisition and improvement spending authorized, previous appropriations modified, new programs established and existing programs modified, bonds issued, and money appropriated.

Representative Urdahl moved that HF892 be brought before the committee and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Urdahl moved to adopt the H0892DE3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.


Andrew Lee, Non-Partisan Fiscal Analyst, Minnesota House of Representatives, gave a walk-through of the fiscal spreadsheet for the H0892DE3 Amendment.

Deborah Dyson, Non-Partisan Research Analyst, Minnesota House of Representatives, gave a section by section overview of the H0892DE3 Amendment.

Representative Dehn moved to divide the A30 amendment into two sections, making page 1, line1.1-line1.25 the first part and page 2, line 2.1-line 2.10 the second part.
Representative Urdahl requested that House Research Analyst, Deborah Dyson, explain the results of the divison. She stated that page 1 was the appropriations portion of the A30 amendment and page 2 was the statutory part of the A30 amendment. THE MOTION PREVAILED.
Representative Dehn moved to adopt the amended A30, Part 2, 2.1-2.10. THE MOTION DID NOT PREVAIL.
Representative Dehn moved to adopt the amended A30, Part 1, 1.1-1.25. THE MOTION DID NOT PREVAIL.

Representative Hansen moved to adopt the A7 amendment.
