MINUTES

Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on January 11th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:00 P.M. A quorum was present.

Representative Carlson moved the minutes of January 9th, 2017. THE MOTION PREVAILED.

HF3 (SMITH) REAL ID Act implementation authorized, driver's license and Minnesota identification card requirements amended, imposition of fees amended, legislative reporting required and money appropriated.

Chair Runbeck moved HF3 be re-referred to the Committee on Transportation Finance.

Chari Runbeck moved the HF0003A1 Amendment. THE MOTION PREVEAILED.

Dawn Olson, Department of Vehicle Services testified on HF3.
Cassandra O’Hera, Department of Public Safety testified on HF3.
Bentley Graves, Minnesota Chamber of Commerce testified in support of HF3.
Jackson Bahn, ISAIAH testified in opposition to HF3.
Jose Sanchez, ISAIAH testified in opposition to HF3.
Lars Negstad, ISAIAH Policy Director testified in opposition to HF3.
Michele Garnett McKenzie, Advocates for Human Rights testified in opposition to HF3.
Twila Brase, Citizens Concerned for Health Freedom testified in opposition to HF3.
John Keller, Immigrant Law Center of Minnesota testified in opposition to HF3.

Danielle Robinson Briand, Minnesota Immigrant Rights Action Committee testified in opposition to HF3.
Mitchell Kilian, Metropolitan Airports Commission testified in support of HF3.
Arthur Eschenlauer, ISAIAH testified in opposition of HF3.
Joann Norheim, ISIAH testified in opposition of HF3.

Representative Hornstein and Bernardy moved the HF0003A3 Amendment.

Representative Hornstein requested a roll call vote. The results were as follows:
