MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:35 P.M. on Wednesday, February 26, 2020, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Her moved that the minutes of February 25, 2020 be adopted. THE MOTION PREVAILED.


HF 1940 (Huot) Student receiving specialized instructional services programs allowed to participate in service area outside individualized education program.

Chair Youakim moved HF 1940 be recommended to be placed on the General Register.

Chair Youakim moved the DE2 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Brad Lundell from the MN Administrators for Special Education testified regarding the bill and the amendment.

Representative Huot presented HF 1940.

Chair Youakim renewed her motion that HF 1940, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Representative Kunesh-Podein assumed the Chair at 2:39 P.M.

HF 1868 (Youakim) Student journalists in grades 6 through 12 speech and press rights clarified.

Representative Youakim moved HF 1868 be recommended to be placed on the General Register.

Representative Youakim moved the DE1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim presented HF 1868 and took questions on the bill.

Chair Kunesh-Podein renewed Representative Youakim’s motion that HF 1868, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF 3580 (Youakim) Teacher licensure provisions modified, Professional Educator Licensing and Standards Board composition modified, rulemaking authorized, and technical changes made.

Representative Youakim moved HF 3580 be referred to the Government Operations Committee.

Representative Youakim moved the A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim Presented HF 3580 and took questions on the bill.

Alex Liuzzi, Executive Director of the Professional Educator Licensing and Standards Board testified in support of the bill.

Dr. Rhonda Bonnstetter, President of the Minnesota Association of Colleges for Teacher Education testified regarding the bill.

Representative Youakim renewed her motion that HF 3580, as amended, be referred to the Government Operations Committee. THE MOTION PREVAILED.


HF 3186 (Youakim) Prekindergarten through grade 12; policy and technical changes made to provisions including general education, schools, teachers, definitions, and timelines; and reports required.

Representative Youakim moved HF 3186 before the committee.

Representative Youakim presented HF 3186.

Representative Youakim called the following testifiers from the Minnesota Department of Education to speak in support of the bill:

Dr. Fred Nolan, Executive Director of the Minnesota Rural Education Association, testified regarding the bill.

Sarah Shanley, Perkins Partnership and Grant Consortium Coordinator at the Minnesota Association of Career and Technical Administrators testified regarding the bill.

Deb Henton, Executive Director of the Minnesota Association of School Administrators testified regarding the bill.

Scott Croonquist, Executive Director of the Association of Metro School Districts testified regarding the bill.

Daniel Sellers, Executive Director of EdAllies testified regarding the bill.

Terry Wylie, teacher with St. Paul Public Schools and member of Educators for Excellence testified regarding the bill.

Denise Dittrich, Director of Government Affairs at the Minnesota School Boards Association testified regarding the bill.

Mary Gilbert Dougherty from St. Paul Public Schools testified regarding the bill.

Roger Aronson, Legal and Legislative Counsel with the Minnesota Elementary School Principals’ Association and the Minnesota Association of Secondary School Principals testified regarding the bill.

Representative Youakim and testifiers took questions on the bill.

HF 3186 was laid over for future consideration.

*Pursuant to House Rule 4.20, HF1868 was returned to the Education Policy Committee at the end of the 2019 session. The committee will vote to send the bill back to the General Register but will not take further public testimony as this bill received a hearing and was voted out of committee on March 6, 2019.
