MINUTES

Representative Hansen, Chair of the Environment and Natural Resources Finance Division, called the meeting to order at 12:46 P.M. on February 19th, 2019, in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hansen called the meeting to order at 12:46 P.M. A quorum was present.

Representative Ecklund moved to approve the minutes of February 14th, 2019. THE MOTION PREVAILED.

Angie Becker-Kudelka, Assistant Director, Board of Water and Soil Resources, presented an overview of the agency’s budget and mission.

Vice Chair Claflin assumed to gavel at 12:52 P.M.

HF609 (Huot) Dakota County; railroad crossing safety improvement funding provided for the Mississippi River Regional Trail, bonds issued, and money appropriated.

Vice Chair Claflin moved to lay over HF609 for future consideration.

Vice Chair Claflin renewed the motion to lay over HF609 for future consideration. The bill was laid over.

HF320 (Lislegard) St. Louis County; all-terrain vehicle trails funding provided, and money appropriated.

Vice Chair Claflin moved to lay over HF320 for possible inclusion in an omnibus bill.

Vice Chair Claflin moved to adopt the A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Vice Chair Claflin renewed the motion to lay over HF320 for possible inclusion in an omnibus bill. The bill was laid over.

HF600 (Lee) Deer license revenue increase dedicated to deer management account.

Vice Chair Claflin moved to lay over HF600 for possible inclusion in an omnibus bill.

Representative Lee moved to adopt the A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 411 (Poppe) Clean water funding provided, bonds issued, and money appropriated. HF 875 (Fischer) Clean Water Legacy Act modified, and coordinated watershed management provided for.
HF 1141 (Sandell) Managed aquifer recharge study funding provided, report required, and money appropriated.
HF 1314 (Lippert) Department of Health's source water protection program expanded to include rivers and drinking water sources for private wells, and money appropriated.
HF 1316 (Fischer) Legislative Water Commission sunset removed.

The meeting was adjourned at 2:00 P.M.
