MINUTES

Representative Liebling, Chair of the Division, called the meeting to order at 12:53 P.M. on March 12, 2020 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3510 (Grossell) Red Lake Band of Chippewa Indians; family and child services building construction funding provided, and money appropriated.

Representative Haley moved that HF3510 be recommended to pass and be re-referred to the Capital Investment Committee.

Representative Grossell presented his bill.

Representative Haley renewed her motion that HF3510 be recommended to pass and be re-referred to the Capital Investment Committee. THE MOTION PREVAILED.

HF3449 (Hassan) Minneapolis; Native American Community Clinic funding provided, and money appropriated.

Chair Liebling moved that HF3449 be recommended to pass and be re-referred to the Capital Investment Committee.

Representative Hassan presented her bill.

Chair Liebling renewed her motion that HF3449 be recommended to pass and be re-referred to the Capital Investment Committee. THE MOTION PREVAILED.

HF3842 First Engrossment (Morrison) Women exempted from MinnesotaCare premiums, and human services commissioner required to provide recommendations on ensuring continuous health coverage for women transitioning from medical assistance postpartum coverage.

Chair Liebling moved that HF3892 First Engrossment be heard and laid over for possible inclusion in the Health and Human Services Finance Division bill.

Chair Liebling moved the H3892A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Morrison presented her bill.

Chair Liebling laid over HF3892 First Engrossment, as amended, for possible inclusion in the Division bill.

HF3980 (Liebling) Health care response account and provider grant and loan program created, and money transferred to the health care response account and the public health response contingency account.

Chair Liebling took HF3980 from the table.

Chair Liebling moved that HF3980 be recommended to pass and be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H3980DE6-1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Elisabeth Klarqvist, Analyst, House Research Department, gave an overview of the bill.

Chair Liebling presented her bill.

Diane Rydrych, Director, Division of Health Policy and Margaret Kelly, Deputy Commissioner, both from the Minnesota Department of Health, responded to member questions.

Chair Liebling renewed her motion that HF3980 be recommended to pass, as amended, and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
