MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Twenty Third meeting to order at 12:45 P.M. on March 26th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 12:45pm.

A quorum was present.


HF836 (Albright) Relating to transportation; designating the Richard J. Ames Memorial Highway.

Chair Hornstein moved HF836 to be re-referred to the Ways and Means Committee.

Chair Hornstein moved the A19-0272 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Albright introduced his bill.

The Ames Family testified on HF836.

Chair Hornstein renewed his motion to re-refer HF836 as amended to the Ways and Means Committee. THE MOTION PREVAILED.


Representative Petersburg moved to approve the minutes of the March 21st meeting. THE MOTION PREVAILED.


HF1127 (Baker) relating to transportation; designating a segment of marked Trunk Highway 23 in Kandiyohi County as Ryane Clark Memorial Highway.

Tracy Clark testified on HF1127.

Chair Hornstein moved to re-refer HF1127 to Ways and Means Committee. THE MOTION PREVAILED.


HF104 (Dettmer) Relating to public safety; increasing the penalties for texting while driving and authorizing the forfeiture of wireless communications devices used in certain violations; providing that certain improper use of wireless communications devices while driving crimes are not payable offenses; expanding the criminal vehicular operation crime; requiring driver education and driver’s manual to cover distracted driving; authorizing rulemaking.

Chair Hornstein moved that HF104 be re-referred to the Ways and Means Committee with recommendation to the Public Safety and Criminal Justice Reform Division.

Chair Hornstein moved the H104A1 Amendment. THE AMENDMENT WAS ADOPTED.

Chair Hornstein moved the H104A2 Amendment. THE AMENDMENT WAS ADOPTED.

Nancy Johnson, Minnesotans for Safe Driving, testified on HF104.

Dorian Grilley, Executive Director, Bicycle Alliance of Minnesota, testified on HF104.

Chair Hornstein renewed his motion that HF104 as amended be re-referred to the Ways and Means Committee with recommendation to the Public Safety and Criminal Justice Reform Division. THE MOTION PREVAILED.


HF122 (Anderson) Relating to transportation; state lands; providing for conveyance of state land to a private entity.

Chair Hornstein moved HF122 for possible inclusion in an omnibus bill.

Representative Anderson introduced his bill.

HF2170 (Bernardy) Relating to transportation; appropriating money for the active transportation program.

Chair Hornstein moved HF2170 for possible inclusion in an omnibus bill.

HF1996 (Elkins) Relating to motor vehicles; regulating autonomous vehicle testing; establishing a penalty; requiring a report.

Chair Hornstein moved HF1996 for possible inclusion in an omnibus bill.

Representative Elkins introduced his bill.

Chair Hornstein moved the H1996A1 Amendment. THE AMENDMENT WAS ADOPTED.

HF1727 (Koznick) Relating to motor vehicles; authorizing use of consular identification card as primary document for vehicle title registration.

Chair Hornstein moved that HF1727 be laid over for possible inclusion in an omnibus bill.

Representative Koznick moved the A19-0212 Amendment. THE AMENDMENT WAS ADOPTED.

HF989 (Bernardy) Relating to transportation; requiring commissioner of transportation to implement trunk highway performance measures and annual targets; requiring a report.

Representative Elkins moved the A19-0281 Amendment. THE AMENDMENT WAS ADOPTED.
