Representative Pinto, Chair of the Early Childhood Finance and Policy Committee, called the virtual joint meeting to order at 10:31 A.M. on February 11, 2022 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Members were given an overview on the impact of stable housing on child development.

Chair HAUSMAN assumed the gavel at 11:03 A.M.
Representative Pinto gave an informational overview of HF3210.

HF3210 (Pinto); expanding existing programs to provide homelessness prevention assistance to families with minor children; appropriating money.

Presenting on the bill:
- Erin Bailey: Assistant Commissioner, Minnesota Management and Budget; Executive Director, Governor’s Children’s Cabinet
- Eric Grumdahl: Deputy Director, Minnesota Interagency Council on Homelessness
- Nikki Kovan: Early Learning Division Director, Minnesota Department of Education
- Dan Kitzberger: Legislative Director, Minnesota Housing

Chair GOMEZ assumed the gavel at 11:28 A.M.

Vice Chair PRYOR, of the Early Childhood Finance and Policy Committee, assumed the gavel at 11:50 A.M.

The Early Childhood Finance and Policy Committee moved to consideration of HF3210. A quorum was present.

Representative PINTO moved that HF3210 be re-referred to the Committee on Housing Finance and Policy.

Representative PINTO moved to adopt an amendment to HF3210, the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative PINTO renewed his motion that HF3210, as amended, be re-referred to the Committee on Housing Finance and Policy. A roll call was taken, and the results were as follows:

Joint Hearing with Early Childhood Finance and Policy, Housing Finance and Policy, and the Preventing Homelessness Division

Hearing of a proposal to expand the eligibility of the Homework Starts with Home Program to children age 0-5, and discussion of the importance of stable housing on the development of children.
