MINUTES


Representative Hausman, Chair of the Housing Finance and Policy Committee, called the virtual meeting to order at 10:30 A.M. on March 1, 2022 pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative HOWARD moved to approve the minutes from February 24, 2022. THE MOTION PREVAILED.

HF 616(Fischer); Lead safe homes grant program created, funding provided, and money appropriated.

Representative HAUSMAN moved that HF616 be laid over for possible inclusion in the Housing Finance and Policy omnibus bill.

Representative Fischer introduced HF616.

Testifying on the bill:
- Sue Watlov Phillips: Executive Director, Metropolitan Interfaith Council on Affordable Housing (MICAH); Board President, National Coalition for the Homeless
- Rachelle Menanteau Peleska: Director of Education and Outreach, Sustainable Resources Center

Representative HAUSMAN renewed her motion that HF616 be laid over for possible inclusion in the Housing Finance and Policy omnibus bill.

HF 2463 (Reyer); Landlord radon testing and providing disclosures required, and penalties and remedies provided.

Representative REYER moved that HF2463 be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Reyer introduced an amendment to HF2463, the A2 amendment.

Representative REYER moved to adopt the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Reyer introduced HF2463, as amended.

Testifying on the bill, as amended:
- Carly Michaud: Student Director of Community Legal Partnership for Health Clinic, University of Minnesota
- Jacquelyn Siewart: Program Director of Live Smoke Free, Association for Non-Smokers Minnesota

Representative REYER renewed her motion that HF2463, as amended, be re-referred to the Committee on Judiciary Finance and Civil Law. A roll call was taken, and the results were as follows:

Representative HAUSMAN moved that HF1635 be laid over for possible inclusion in the Housing Finance and Policy omnibus bill.

Representative Hausman introduced an amendment to HF1635, the A2 amendment.

Representative HAUSMAN moved to adopt the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hausman introduced HF1635, as amended.

- Portia Jackson: North Minneapolis Homeowner; Community Development Specialist, Ramsey County
