JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the virtual meeting to order at 8:30 AM on March 4, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

Representative Liebling moved that the minutes of March 2, 2021, be adopted. THE MOTION PREVAILED.

Chair Becker-Finn moved that HF 660 be recommended to be re-referred to the Health Finance and Policy Committee.

Representative Richardson presented HF 660, a bill for an act relating to health; establishing the Dignity in Pregnancy and Childbirth Act; requiring continuing education on anti-racism training and implicit bias; expanding the maternal death studies conducted by the commissioner of health to include maternal morbidity; appropriating money; amending Minnesota Statutes 2020, section 145.901; proposing coding for new law in Minnesota Statutes, chapter 144.

Chair Becker-Finn moved that the H1404A1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn presented HF 1404 as amended, a bill for an act relating to government data practices; making changes to reflect the prior expiration of the Legislative Commission on Data Practices and Personal Data Privacy; amending Minnesota Statutes 2020, sections 13.824, subdivision 6; 13.825, subdivision 9.

Chair Becker-Finn renewed the motion that HF 1404 as amended be recommended to be laid over for possible inclusion in a future omnibus bill.
