STATE OF MINNESOTA FOURTH MEETING
HOUSE OF REPRESENTATIVES NINETY-THIRD SESSION

COMMERCE FINANCE AND POLICY COMMITTEE

Representative Stephenson, Chair of the Commerce Finance and Policy Committee, called the meeting to order at 1:00PM on January 18th, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

Andy Platto, Minnesota Indian Gaming Association
Tim Mahoney, Gambling Control Board
Laura Wade, Gambling Control Board
Kyle Gustafson, Executive Director, Minnesota Racing Commission
Rachel Jenner, Executive Director, Allied Charities of Minnesota

Vice Chair Kotyza-Witthuhn assumed the gavel at 1:31PM.

Chair Stephenson assumed the gavel at 1:36PM.

Representative Kotyza-Witthuhn moved approval of the minutes from January 11th, 2023. The motion prevailed.

An overview of the banking industry in Minnesota from the following:
Joe Witt, President, Minnesota Bankers Association
Ryan Smith, Minnesota Credit Union Network
Jim Amundson, BankIn (community banks)

HF94 (Noor); Securities provisions modified, and small corporate offering investment limit changed.

Representative Stephenson moved that HF94 (Noor) be recommended to be placed on the General Register.

Representative Stephenson moved the A1 (Noor) amendment. The motion prevailed and the amendment was adopted.

The following testified on HF94:

Representative Stephenson renewed his motion that HF94 be recommended to be placed on the General Register. The motion prevailed and HF94 was recommended to be placed on the General Register as amended.
