MINUTES

Representative Dave Pinto, Chair of the Children and Families Finance and Policy Committee, called the meeting to order at 8:33 AM on January 31, 2023, in Room 200N of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice Chair Keeler moved that the minutes from January 26, 2023 be approved. THE MOTION PREVAILED.

HF 639 (Bahner) Community solutions for healthy child development grant program established, and money appropriated.

Vice Chair Keeler moved that HF 639 be re-referred to the Committee on Health Finance and Policy.

Vice Chair Keeler moved the A1-1 amendment. THE MOTION PREVAILED. THE AMMENDEMENT WAS ADOPTED.

Representative Bahner presented HF 639 as amended.

Vice Chair Keeler renewed the motion that HF 639 as amended be re-referred to the Committee on Health Finance and Policy. THE MOTION PREVAILED.

Vice Chair Keeler assumed the gavel at 8:42 A.M.

HF 910 (Reyer) Family supportive housing programs funded, and money appropriated.

Representative Pérez-Vega moved HF 910 to be laid over.

Representative Reyer presented HF 910.

Testifying on HF 910:

• Reverend Nancy Nord Bence, Public Policy Manager, Beacon Interfaith Housing Collaborative
• Sarah Koschinska, Senior Director of Resident Services, Project for Pride in Living

Chair Pinto reassumed the gavel at 9:20 A.M.

Chair Pinto laid over HF 910 for possible inclusion in a future Children and Families Finance and Policy omnibus bill.

HF 862 (Wolgamott) Support staff persons required for early childhood family education programs, and money appropriated.

Vice Chair Keeler moved HF 862 before the Committee.

Representative Wolgamott presented HF 862.

Testifying on HF 862:
• Sara McKeever, Licensed Parent Educator and Early Childhood Family Educator, Saint Cloud Area School District
• Shana Morse, Assistant Director of Government Relations, Minnesota Department of Education

Chair Pinto laid over HF 862 for possible inclusion in a future Children and Families Finance and Policy omnibus bill.
