FINANCE AND POLICY MINUTES

Representative Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on Tuesday, February 21, 223, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Jordan moved to approve the minutes from Wednesday, February 15, 2023. THE MOTION PREVAILED.

HF1424 (Becker-Finn); 1854 Treaty Area agreement funding provided, and money appropriated.

Chair Hansen moved that HF1424 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy omnibus bill.

Representative Becker-Finn presented HF1424.

Testifying on the bill:
• Robert Deschampe, Chair, Grand Portage Band of Lake Superior Chippewa
• Bob Meier, Assistant Commissioner, Minnesota Department of Natural Resources Fish and Wildlife Enforcement Division

Chair Hansen renewed the motion that HF1424 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy omnibus bill. The bill was laid over.

HF1332 (Elkins); Metropolitan regional parks; determining operation and maintenance expenditure basis modified.

Chair Hansen moved that HF1332 be re-referred to the Committee on State and Local Government Finance and Policy.

Representative Elkins presented HF1332.

Chair Hansen renewed the motion that HF1332 be re-referred to the Committee on State and Local Government Finance and Policy. THE MOTION PREVAILED.

HF1498 (Pursell); Wetland banking rulemaking requirements modified.

Representative Pursell moved that HF1498 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy omnibus bill.

Representative Pursell presented HF1498.

Representative Pursell renewed the motion that HF1498 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy omnibus bill. The bill was laid over.

Representative Jordan assumed the gavel at 3:20 P.M.

HF1421 (Hansen); Petroleum tank release cleanup program duties specified and report required.

Chair Hansen moved that HF1421 be re-referred to the Committee on Climate and Energy Finance and Policy.

Chair Hansen moved to adopt the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Hansen presented HF1421, as amended.

Chair Hansen renewed the motion that HF1421, as amended, be re-referred to the Committee on Climate and Energy Finance and Policy. THE MOTION PREVAILED.

HF742 (Norris); Firefighting foam use prohibited, and exemptions allowed.

Representative Jordan moved that HF742, as previously presented and amended on Tuesday, January 31, 2023, be before the committee and re-referred to the Committee on Health Finance and Policy.

Representative Jordan moved to adopt the A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Jordan renewed the motion that HF742, as amended, be re-referred to the Committee on Health Finance and Policy. THE MOTION PREVAILED.

The meeting was adjourned at 3:51 P.M.
