Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on Tuesday, March 21, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Burkel moved to approve the minutes from Wednesday, March 15, 2023. THE MOTION PREVAILED.

HF2324 (Hansen); Drill core library funding provided, and money appropriated.

Chair Hansen moved that HF2324, as previously presented to the committee on Wednesday, March 15, 2023, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF1828 (Hansen); Water and soil conservation provisions modified.

Chair Hansen moved that HF1828, as previously presented to the committee and amended on Wednesday, March 15, 2023, be re-referred to the Committee on Ways and Means.

Chair Hansen moved to adopt the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Hansen renewed the motion that HF1828, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF2304 (Curran); Issuance authorized and modification of water use permits prohibited, White Bear Lake Area Water Use Work Group established, comprehensive plan required, and money appropriated.

Representative Fischer moved that HF2304 be re-referred to the Committee on Ways and Means.

Representative Fischer moved to adopt the A1 amendment.

Representative Fischer moved an oral amendment to the A1 amendment, as below:
• Page 2, Line 2.3, delete “:”
• Page 2, Line 2.4, delete “(1)”
• Page 2, Line 2.5, delete “; or”, and insert “.”
• Page 2, Line 2.6 to 2.8, delete lines 2.6 through 2.8
• Page 2, Line 2.9, insert after “(c)”, “Except as provided under paragraph (b)”
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Fischer renewed the motion to adopt the A1 amendment, as incorporated. THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Curran presented HF2304, as amended.

HF2105 (Hansen); Requirements modified for conveying easements and leasing state lands; state parks, forests, and waysides added to and deleted from; and state land sale and exchange authorized.

Chair Hansen moved that HF2105 be re-referred to the Committee on Ways and Means.

Chair Hansen moved to adopt the DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Hansen presented H2105, as amended.

Chair Hansen presented the A2 amendment on an informational basis.

HF2833 (Hansen); Department of Natural Resources law enforcement supervisor transition provisions modified.

Chair Hansen moved that HF2833 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Chair Hansen presented HF2833.

Chair Hansen renewed the motion that HF2833 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill. The bill was laid over.

HF2387 (Hansen) Fur farmer registration requirements modified, commercial permits for restricted species eliminated, and feral pigs and mink report required.

Chair Hansen brought HF 2387 before the committee.

Chair Hansen presented HF2387 on an informational basis.
