Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on Wednesday, March 22, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Fischer moved to approve the minutes from Tuesday, March 21, 2023. THE MOTION PREVAILED.

HF2831 (Finke); Emerald ash borer response grant program established, and money appropriated.

Representative Finke moved that HF2831 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Committee omnibus bill.

Representative Finke moved to adopt the DE4 amendment.

Representative Finke moved to incorporate an oral amendment to the DE4 amendment, as below:
• Page 2, Line 2.27, delete “Notwithstanding Minnesota Statues, section 116C.779, subdivision 1, paragraph (j),”
