MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:30 A.M. on February 2, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Bierman moved that the minutes of January 31, 2023 be approved. THE MOTION PREVAILED.

Lead Exposure Overview
Dan Huff, Assistant Commissioner for the Health Protection Bureau, Minnesota Department of Health (MDH) presented an overview on lead exposure.

Stephanie Yendell, Senior Epidemiology Supervisor and Chad Kolstad, Infrastructure Unit Supervisor, both from MDH, responded to member questions.

HF92 (Jordan) Elevated blood lead concentration level lowered from ten micrograms of lead to 3.5 micrograms.

Chair Liebling moved that HF92 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Jordan presented her bill.

Chair Liebling laid over HF92 for possible inclusion in the Committee bill.

HF24 (Jordan) Authority modified to ensure safe drinking water, drinking water revolving fund provisions modified, grant program established to replace lead drinking water service lines, grant program established for mapping lead service lines, report required, and money appropriated.

Chair Liebling moved that HF24 be recommended to be re-referred to the Committee on Environment and Natural Resources Finance and Policy.

Chair Liebling renewed her motion that HF24 be re-referred to the Committee on Environment and Natural Resources Finance and Policy. THE MOTION PREVAILED.

HF347 (Howard) Lead testing and remediation requirements in schools modified, report required, and money appropriated.

Chair Liebling moved that HF347 be recommended to be re-referred to the Committee on Education Finance.

Chair Liebling moved the H0347A3 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Howard presented his bill as amended.
