EDUCATION POLICY COMMITTEE MINUTES

Representative Laurie Pryor, Chair of the Committee on Education Policy, called the meeting to order at 3:01 PM on January 25, 2023 in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

Vice Chair Hill moved to approve the minutes from January 24, 2023. THE MOTION PREVAILED.

HF347 (Howard); Lead testing and remediation requirements in schools modified, report required, and money appropriated.

Representative Frazier moved that HF347 be referred to the Committee on Health Finance and Policy.

Representative Howard presented HF347.

The following gave testimony on HF347:
• Molly Codding MPH, Member, Sierra Club
• Steven Ring, Volunteer Chair, Water Protection Group within North Star Chapter of the Sierra Club
• Josh Downham, Lobbyist, Minneapolis Public Schools

Representative Frazier renewed the motion that HF347 be referred to the Committee on Health Finance and Policy. THE MOTION PREVAILED.

HF362 (Moller); Comprehensive school mental health services lead positions established, and money appropriated.

Representative Youakim moved that HF362 be referred to the committee on Education Finance.

Representative Youakim moved the H0362A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moller presented HF362 as amended.

The following testified on HF362 as amended:
• Amy Jones, Chair, State Mental Health in Schools Workgroup

Representative Youakim renewed the motion that HF362 as amended be referred to the committee on Education Finance. THE MOTION PREVAILED.

HF345 (Hussein); Educational outcome and accountability improvement pilot program established, reports required, and money appropriated.

Rep. Frazier moved that HF345 be laid over for further consideration or possible inclusion in a future Education Policy Committee omnibus bill.

Representative Frazier moved the H0345A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hussein presented HF345 as amended.
