Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:31 A.M. on Thursday, March 2, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Nash moved to approve the minutes from February 28, 2023. THE MOTION PREVAILED.

HF1784 (Nelson, M.); Hennepin County; contracting procedures modified, and use of construction manager at risk authorized.

Chair Klevorn moved that HF1784 be re-referred to the General Register.

Representative Nelson presented HF1784.

Testifying on the bill:

Chair Klevorn renewed the motion that HF1784 be re-referred to the General Register. THE MOTION PREVAILED.

HF1555 (Nelson, M.); Construction manager at risk contact procedures for municipalities clarified.

Chair Klevorn moved that HF1555 be re-referred to the General Register.

Representative Nelson presented HF1555.

Testifying on the bill:

Chair Klevorn renewed the motion that HF1555 be re-referred to the General Register. THE MOTION PREVAILED.

HF375 (Hollins); Ban the box law expanded to include boards, commissions, and other similar entities.

Chair Klevorn moved that HF375 be re-referred to the General Register.

Chair Klevorn moved the H0375DE1 amendment.

The committee held on HF375 until members received the associated amendment.

HF197 (Bahner); A resolution memorializing Congress to resolve that the requirements have been met to ratify the Equal Rights Amendment (ERA) and that it shall now be known as the Twenty-Eighth Amendment to the Constitution.

Representative Bahner moved that HF197 be re-referred to the General Register.

Representative Bahner moved the SCS0047A-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Bahner presented HF197 as amended.

Representative Bahner renewed the motion that HF197 as amended be re-referred to the General Register. THE MOTION PREVAILED.

Chair Klevorn moved the H0375DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hollins presented HF375 as amended.

Representative Her moved that HF173 be re-referred to the General Register.

Representative Her presented HF173.

Chair Klevorn modified the motion to re-refer HF173 to the Rules and Legislative Administration Committee.
