MINUTES

Representative Frank Hornstein, Chair of the Transportation Finance and Policy Committee, called the meeting to order at 8:30 A.M., on February 21, 2023 in Room 120 of the State Capitol.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Petersburg moved that the minutes of February 16, 2023, be adopted. THE MOTION PREVAILED.

HF1305 (Petersburg) Waivers amended of examination to obtain driver’s license.

Representative Petersburg moved that HF1305 be referred to the Ways and Means Committee.

Representative Petersburg presented HF1305.

Testifiers on HF1305:
• None

Representative Petersburg renewed the motion that HF1305 be rereferred to the Ways and Means Committee. THE MOTION PREVAILED.

HF1921 (Sencer-Mura) Accident report required within 48 hours if accident results in fatality.

Chair Hornstein moved that HF1921 be rereferred to the General Register.

Representative Sencer-Mura presented HF1921.

Chair Hornstein renewed the motion that HF1921 be rereferred to the General Register. THE MOTION PREVAILED.

HF1327 (Tabke) Metropolitan Council authority to establish fare program and passes clarified.

Chair Hornstein moved that HF1327 be referred to the General Register.

Representative Tabke presented HF1327.

Testifiers on HF1327:

• Dennis Dworshak, Senior Manager of Revenue Collection, Metro Transit

Representative Tabke renewed the motion that HF1327 be referred to the General Register. THE MOTION PREVAILED.

HF1350 (Tabke) Policy changes made, including to veterans’ license plates, dealer licenses and records, USDOT numbers, and driver’s license applications.

Chair Hornstein moved that HF1350 be laid over for possible inclusion in a Transportation Finance and Policy omnibus bill.

Representative Tabke moved the A1 amendment to HF1350. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Tabke presented HF1350, as amended.

• Pong Xiong, Director, Minnesota Driver and Vehicle Services

Chair Hornstein renewed the motion that HF1350, as amended, be laid over for possible inclusion in a Transportation Finance and Policy omnibus bill. The bill was laid over.

Chair Hornstein adjourned the meeting at 09:01 AM.
