House DFL Rochester Delegation Demands Invocation of the 25th Amendment & Congressional War Powers Enforcement Amid Reckless War with Iran

SAINT PAUL, Minn. – The House DFL Rochester delegation joined over 220 state legislators from 27 states in signing a national statement calling for immediate constitutional action in response to the ongoing war with Iran and unlawful actions taken by President Donald Trump. The letter demands that Members of the Cabinet and Vice President Vance invoke the 25th Amendment and remove President Trump from office, and second, that Congress enforce its constitutional war powers. 

The House DFL Rochester Delegation includes Rep. Tina Liebling, Rep. Andy Smith, and Rep. Kim Hicks. The Delegation released the following statement. 

“Only Donald Trump controls the trigger to launch nuclear warfare. Only his Cabinet has the power to stop him.  

“In the 15 months since Trump took office, we’ve watched in horror as he has dismantled our democracy, defied countless court orders, violated Americans’ constitutional rights, started a war without congressional approval, and now, threatened to destroy an entire civilization. 

“Any of these could have and should have been the line in the sand for the Cabinet to act. Instead, they’ve chosen blind loyalty. It’s clear that the Cabinet cannot be loyal to both the President and the United States — they must choose the United States and remove Donald Trump immediately. The safety of us all depends on it.” 

The statement points specifically to recent public remarks by President Trump threatening large-scale destruction of civilian infrastructure in Iran — which would violate international law — as well as conflicting and escalating public statements about the scope and objectives of U.S. military operations.  

This conduct, combined with a broader pattern of executive overreach, raises serious questions about the President's fitness for office and his adherence to constitutional limits on executive power.
