Rep. O'Driscoll Legislative Update

Thursday, March 26, 2026

Greetings,

Today marks the first and second committee deadlines in the Minnesota Legislature - a key cutoff point in the session. Bills that have not advanced out of committee by now are generally considered no longer viable this year.

Friday also begins the legislature’s Easter and Passover recess, with lawmakers set to return to St. Paul and resume official business on April 7.

MOVING LEGISLATION FORWARD

When we return after the holiday, our regularly scheduled committee work will subside significantly. This will allow lawmakers to conduct more business on the House floor to pass bills, establish conference committees with the Senate to find compromise, and ultimately take care of the people’s business in the State of Minnesota.

IMPORTANT ANTI-FRAUD MEASURE FINALLY MOVES FORWARD

With some estimating fraud in this state to have eclipsed $9 billion, it’s clear we have to move forward towards ending the theft of your tax dollars. This week, our state government finance committee approved a plan to create an independent Office of the Inspector General (OIG). The OIG would not be controlled by the Governor’s Office and would be given real investigative powers and enforcement authority, something our state sorely needs.

TRYING TO LOWER YOUR VEHICLE TAB FEES

You have likely heard legislative talk of raising vehicle tab fee rates. This week, House Republicans in the transportation finance committee tried to roll costs back to pre-2023 levels. During the 2023 session, a law was passed that effectively raised tab fee costs by 20%. Dialing those costs back would provide nearly $1 billion in tax relief to drivers and make costs more competitive with our surrounding states. Stay tuned to see what happens with this bill after our Easter break.

COMMERCE BILLS GAINING STRONG SUPPORT

As co-chair of the House Commerce Committee, I was pleased to see a large number of bills recently approved on a strong bipartisan basis. Proposals dealing with liquor law changes for local communities, banning cryptocurrency kiosks in public venues, direct primary care agreements, modifying the application of certain loan fees and penalties, and more all were approved with little to no dissent.
