Koznick’s Transportation Bill Passes House, Puts Focus on Safer, Smarter and Sustainable Policy

Monday, April 28, 2025

ST. PAUL, MN — The Transportation Omnibus Bill, carried by Republican Chair Jon Koznick (R-Lakeville), passed the Minnesota House today, marking a significant shift toward practical policy that makes transportation systems safer, built smarter and both fiscally and environmentally sustainable.

The bill prioritizes the types of transportation Minnesotans use most by cutting wasteful spending on underused and over-budget projects and instead reinvests in roads, bridges, and economic development corridors across the state.

“This bill is about real-world results,” said Rep. Koznick. “Working with a zero additional General Fund target and facing a looming $6 billion deficit, we had to dig deep into the numbers. We’re starting to pull the plug on failed projects to save taxpayers millions of dollars and then reinvesting into better and safer roads and bridges, bus rapid transit and airports.”

The $9.95 billion bill holds general fund spending steady but reprioritizes how other funds are used. Savings are redirected toward road construction, maintenance, and commonsense transportation programs that boost economic development and improve safety. Lakeville is included on the list of improvements, set to receive a $40 million upgrade to the I-35 and County Road 50 interchange.

“This is a responsible, future-focused bill,” Koznick added. “Minnesotans deserve a system that keeps them moving safely and efficiently, that supports economic activity, protects taxpayers and that invests in the modes of transportation Minnesotans use most.”

The bill passed 85-49 and will move to conference committee, where the differences between the House and Senate language will be negotiated.
