Release: Minnesota House Passes Klevorn Bill to Strengthen Fraud Prevention

Tuesday, April 21, 2026

St. Paul, MN – Today, the Minnesota House of Representatives passed legislation that would strengthen the ability of agencies to stop payments to program participants when fraud is suspected. HF 3621 is authored by Rep. Ginny Klevorn (DFL-Plymouth), DFL co-chair of the House State Government Finance and Policy Committee.

“Public investments should serve public needs, and fraud threatens the trust and integrity of critical services Minnesotans rely on,” said Rep. Klevorn. “Fraud steals from the people of Minnesota and deprives them of the services they need. This bill is just one tool to provide fraud prevention.”

HF 3621 lowers the standard of proof from “preponderance of the evidence” to “credible allegation” and expands definitions to permit permanent withholding from individuals as well as businesses. It also allows other agencies to notify each other and follow suit if a potential fraudster collects payments from more than one agency.
