(ST. PAUL, Minn.) - On Monday, May 4, 2026, the Minnesota House of Representatives passed the Public Safety supplemental bill package, which passed on a 126-7 vote. A provision authored by Rep. Cedrick Frazier (DFL-New Hope) makes critical investments to solve non-fatal shooting cases in Minnesota. This bill creates grants through the Department of Public Safety to support law enforcement, prosecutors, and crime analysts working together as soon as these incidents are reported.
“We know that solving crimes is one of the most effective ways to prevent future violence in our communities. Yet too often, due to limited resources and staffing shortages, non-fatal shootings are deprioritized by law enforcement,” emphasized Rep. Cedrick Frazier. “Growing up on the South Side of Chicago, I saw firsthand what happens when crimes go unsolved. When accountability is missing, people take ’justice' into their own hands, fueling retaliation and perpetuating cycles of violence.
“We know that investing in non-fatal shooting investigations makes a difference. Effective deterrence begins before violence occurs. When people understand there are real consequences, it changes behavior and helps keep communities safer.”
