Stronger Together: Update from the State Capitol

Wednesday, May 7, 2025
Rep. Momanyi-Hiltsley Banner

Dear friends and neighbors,

Happy Spring! We’re staying busy with floor sessions, passing budget bills and wrapping up work that puts Minnesotans first.

Here is a nonpartisan breakdown of the budget bills we’ve passed so far:

I’m pleased to share that I'm carrying a few provisions within the House state budget’s proposal.

Homelessness Prevention

I was proud to stand alongside housing champions and advocates at a recent Capitol press conference—and even prouder to report that HF 2445 officially passed the House with bipartisan support!

This bill is a major step forward in our efforts to address the housing shortage across Minnesota. I’m especially thrilled about the vital funding for the Family Homeless Prevention and Assistance Program (FHPAP) that I authored that prevents homelessness across our state

This isn’t just policy—it’s protection. For the single parent juggling bills. For the senior on a fixed income. For the family one emergency away from losing their home. We are choosing prevention over crisis. Stability over uncertainty. Dignity over delay.

Let it be known: In Minnesota, we believe every family deserves a safe, stable place to call home. And we’re backing that belief with action. Let’s keep building a future where no one is left behind.

Strengthening Tenants' Rights

Housing can't achieve genuine stability for our communities without strong tenant protections in place. When renters face uncertainty about their rights or remain vulnerable to sudden lease terminations and arbitrary rent increases, the foundation of stable housing crumbles, affecting not just individual families but entire communities.

That's why I've authored tenant protection legislation to address these issues. By providing every tenant with the Minnesota Attorney General's copy of the tenants bill of rights helps address this power imbalance by ensuring renters understand their legal protections and can advocate for themselves when necessary - a simple but crucial step toward creating housing security for all Minnesotans.

Human Services

As a member serving on the House Human Services Committee, I'm pleased to share that we successfully pushed for much-needed wage increases for nursing home workers and in the SEIU Personal Care Assistant and Community First Services and Supports contract. The Minnesota House passed this area of the state budget this week with bipartisan support.

These workers have been underpaid and undervalued for the work they do for too long, and this bill guarantees a higher minimum wage and makes crucial investments to make these industries sustainable careers

Black April

I was honored to attend the 50th Commemoration of "Black April" (Tháng Tu Ðen), marking the end of the Vietnam War. This solemn occasion honors the strength and resilience of Vietnamese, Cambodian, Hmong, and Lao communities who endured tremendous hardship. I extend my gratitude to the Vietnamese Community of Minnesota for their significant contributions to our state, to the Council on Asian Pacific Minnesotans for their ongoing advocacy, and to my constituent Martino Nguyen for inviting me to this meaningful event. As your representative, and the state representative with the most diverse legislative district in the state, I remain committed to amplifying all voices that make up the diverse tapestry of Minnesota.

Community Visit to Second Harvest Heartland

I recently had the opportunity to visit Second Harvest Heartland, located in our community, left me deeply moved and inspired. From the moment I walked through their doors, it was clear—this is more than a food bank. It’s a mission in motion to end hunger, together.

Meeting the passionate team behind the scenes, seeing the vast distribution network that supports 1,100 hunger relief programs across 59 counties, and learning how they served 128 million meals last year—was a reminder of the power of community, coordination, and compassion.

To the entire Second Harvest Heartland team: thank you. Thank you for standing in the gap for families, children, and seniors. Thank you for making food equity a reality—not just a vision. And thank you for partnering with policymakers, advocates, and neighbors to ensure no one is left behind.

Let’s continue the work—side by side—until every Minnesotan has access to the most basic human need: food.

Together, we can end hunger.
