Duluth Delegation Delivers Millions in Local Infrastructure Investments

Sunday, May 17, 2026

St. Paul, MN - Today, the Minnesota House and Senate passed a package of legislation investing in regional infrastructure projects and funding good-paying local jobs throughout the state, including millions in state investment allocated for the City of Duluth and surrounding communities.

The Legislative Delegation from Duluth, made up of Sen. Jen McEwen (DFL-8), Rep. Pete Johnson (DFL-8A), and Rep. Liish Kozlowski (DFL-8B), released the following statement on the legislation:

“Last fall, our delegation welcomed the House and Senate Capital Investment Committees to Duluth and, along with local leaders and neighbors, shared our community’s crucial infrastructure needs. Today those visits paid off. Duluth is a city where every infrastructure dollar goes a long way — benefitting not just our city, but the entire region. These investments are more than dollars on a spreadsheet; they are the bricks and mortar that will build a better, more equitable, and more prosperous region.”

Funds included for Duluth and surrounding communities include:

  • Duluth Airport Authority — $4 million
  • 148th Fighter Wing Hangar — $3.5 million
  • Duluth Entertainment and Convention Center — $4.9 million
  • Duluth Housing and Redevelopment Authority (Union Gospel Mission) — $8.85 million
  • City of Duluth Water System Improvements — $4.26 million
  • Cloquet Forestry Center land return to the Fond du Lac Band of Lake Superior Chippewa — $1.3 million
  • Duluth North Shore Sanitary District — $958,000

The legislation also funds the following programs of state investment, of which a share will go to the Duluth region:

  • Higher Education Asset Preservation
  • Lead Service Line Replacement
  • Emergency Shelter Capital grants
