Capitol Update from Rep. Deb Kiel

Dear Friends and Neighbors,

Here is an update from the Capitol.

Real ID

On Thursday, the House passed legislation to allow for the implementation of federal Real ID requirements in Minnesota. The law, which was passed by Congress in 2005, makes it harder for terrorists to obtain falsified identification. If we do not comply with this law, starting in January 2018, a Minnesota-issued driver’s license will no longer be a valid form of identification to fly domestically. If this becomes law, the federal government will grant us an extension through 2020.

It’s also important to note that this legislation provides a two-tier system so Minnesotans can chose between getting a Real ID-compliant license that allows them to fly and enter federal facilities, as well as a second non-compliant option for those concerned about complying with federal requirements. To protect the rights of gun owners, we also amended the bill to make it clear that the sharing of data that pertains to the purchase, transfer, and applications of permits for firearms and ammunition is prohibited. It also prevents undocumented immigrants from obtaining a Minnesota driver’s license.

Folks deserve peace of mind, knowing that their state-issued identification will continue to be a valid form of identification to fly and enter federal buildings. I will keep you updated on the progress of this legislation.

River Watch Program Bill

 

In the Legacy Committee this week, they heard my bill which will fund the River Watch Program. House File 560 appropriates $150,000 in 2018 and another $150,000 in 2019 in order to enhance and expand the watershed monitoring and watershed education activities the program offers to students in the Red River basin.

This important program is offered to high school students, teaching them how to monitor waterways in Northwest Minnesota, measure water quality and scientific procedure.

AURI Bill

I recently introduced legislation that makes a number of changes to the Agriculture Utilization Research Institute (AURI), an organization dedicated to fostering long-term economic benefits in Minnesota through value-added agriculture products. The changes in this legislation are based on recommendations made by the Office of the Legislative Auditor.

Some provisions in the bill include authorizing AURI to assist entrepreneurs outside of Minnesota; adding two at-large members to the board; requiring the AURI board to hire only the executive director instead of all AURI staff; and lifting a requirement that AURI pay for an audit by the legislative auditor annually, instead requiring them to hire an independent audit firm.

The bill passed out of the Agriculture Policy Committee this week and was sent on to the Government Operations Committee.

Sunday Sales

On Monday, the House passed legislation that would allow alcohol to be sold at liquor stores on Sunday on a bipartisan vote of 84-45. I supported the legislation.

This bill marks the first time in the state’s history that this has been approved as standalone legislation, and it’s an issue that has gained popularity with many Minnesotans and business owners in the past decade for reasons ranging from removing government interference to greater convenience and choice for consumers. Governor Dayton has stated that if the bill reaches his desk, he will sign it into law.

Constituent Visits

 

I met with a number of constituents and folks from Northwest Minnesota this week. The Corn Growers were in Saint Paul to discuss buffers, road and bridge funding, healthcare and numerous other issues. I also met with the Northwestern MN Foundation on Wednesday to discuss Impact 20/20 and growing our local economy. Additionally, I met with Tim Brinkman from Garden Valley, as well as Alan Lundeen from Wiktel who was here to discuss broadband in rural Minnesota.
