Dear Friends,

This week one of my new education bills was introduced that would give public schools more flexibility to innovate and meet student needs.

EDUCATION INNOVATION ZONE ADJUSTMENTS
My proposal would modify current education innovation zone law to remove unneeded red tape, allowing schools to enact strategies and programs they think will work to improve achievement. 

Some examples of this would permit schools to find creative ways to allow students to accelerate their learning and graduate early; partner with businesses and higher education institutions for education; and creatively educate students at risk. 

Under this bill, schools would have more freedom to innovate to meet the needs of their students but are still accountable to current testing requirements and must operate within thier current finances. 

I believe unleashing schools' potential by allowing more local control and creative innovation is incredibly important to help shrink the achievement gap in our state and meet more students' educational needs.  We need to think outside the box to improve our education system and this gives schools the ability to do that!

GOOD NEWS FOR FARIBAULT COUNTY!
Governor Walz has authorized the use of Disaster Assistance Contingency Account funds for a winter weather incident in Faribault County. On December 23, 2020, a severe winter storm swept across Minnesota. Due to the ice, snow, and high winds several jurisdictions lost electricity due to downed power poles and lines. Faribault County's electrical infrastructure experienced significant damage.

A preliminary damage assessment was completed on January 20, 2021 and revealed storm-related damages to Benco Electric Cooperative infrastructure of $476,770. Upon a state disaster being declared, the state will cover 75% of the total costs, estimated at $357,578. This will be much needed relief for Faribault County residents!

COVID-19 UPDATE
The Minnesota Department of Health reported this week our state's positivity rate has dropped to 4.3%, which is a level not seen since early July. The peak was 15.5% on November 10. MDH also estimates that 2.2% of Minnesotans have been vaccinated.

LOW INCOME ENERGY ASSISTANCE PROGRAM AVAILABLE
With temperatures approaching the single digits, this is the perfect time to remind residents who are having difficulty paying their bills that heating assistance is available.

Far too many families are struggling financially due to COVID-19. For those who are living on limited incomes, I want to make sure they understand they don't have to choose between paying the heating bill or buying groceries this winter.

The Low Income Energy Assistance Program serves both renters and homeowners, providing financial assistance to pay past due energy bills to avoid disconnection, to purchase emergency fuel, or to repair or replace a homeowner's malfunctioning furnace.

Eligibility is based on the household's past 3 months of income and assets are not counted. Benefit amounts are based on the household's heating costs, household size, and income, with an average benefit of roughly $500.
