Rep. Cedrick Frazier Introduces Bill to Honor Historically Black Greek Organizations with Commemorative License Plates

ST. PAUL, Minn. - Rep. Cedrick Frazier (DFL-New Hope) to introduce HF 3486, legislation in the Minnesota House of Representatives to establish panhellenic special plates in recognition of the nine historically Black Greek organizations, known as the Divine 9 or D9.  

Rep. Cedrick Frazier and the Minneapolis-St. Paul Chapter of the National Pan-Hellenic Council, released the following statement:  

“We are proud to recognize the Divine Nine organizations and their members. Their framework for mentorship, service, advocacy, and education has directly contributed to the social and economic mobility of Black Minnesotans for generations. 

“We are honored to introduce this legislation during Black History Month as we celebrate the legacies of our ancestors and the Black excellence that has contributed so greatly to our state and nation. Black fraternities and sororities embody this history in motion—driving Minnesota’s progress through a century of leadership, service, education and systemic impact. It is a privilege to honor their powerful legacy and the generational influence that continues to transform our communities today.” 

Rep. Frazier is a proud member of the Internationally renowned Phi Beta Sigma Inc. and the local state Chapter of Zeta Nu Sigma. He lives the fraternity motto: “Culture for Service and Service for Humanity.  

The National Pan-Hellenic Council (NPHC) serves as the governing body for the historically African American and Black Greek lettered fraternities and sororities at the University of Minnesota. The University of Minnesota has a historic Black Greek community - with over 110 years of contribution to our campus and Twin Cities area. Our NPHC Chapters seek to create belonging for Black students on campus and engage in service work across the state of Minnesota. The Minnesota Council of Presidents include;
